In this case, the issue the Governor is talking about is the unintended consequence that many, many Marylanders will owe more Maryland income tax a result of the Federal law changes. Absent some law changes by Maryland, the benefits of the Federal tax cuts may be offset by an increase in Maryland income taxes.
