Glenn Chappell, the school bus driver involved in the fatal bus crash on Tuesday, was not authorized to drive a commercial vehicle because his medical exam certificate expired, the Maryland Motor Vehicle Administration told the 11 News I-Team on Thursday.
"The Maryland Department of Transportation’s Motor Vehicle Administration (MVA) is actively assisting law enforcement’s bus crash investigation. The MVA determined that effective 09-01-2016, Mr. Glenn R. Chappell was no longer authorized to drive a commercial motor vehicle because he failed to provide an updated Medical Examiner’s Certificate, which expired on 08-31-2016," the MVA said in a statement to the I-Team.
"MVA sent him two letters notifying him of the consequences of not providing his Medical Examiner’s Certificate: 07-17-2016 and 09-08-2016. Based on federal regulations, employers are required to maintain a Medical Examiner’s Certificate, which includes the date of expiration, for all of their CDL drivers.

a bunch of law suits coming over this one for that transportation company and might even involve the Board of Education that hires the company.
Are you sure this didn't happen in Somerset with its unqualified transportation supervisor conveniently married to the Director of Schools? He's so unqualified he can't even call a fog delay! Funny board policy states spouses cant work in the same the building or department but she can hire her husband to work along side her in the central office. Seems it's do as I say, not as I do? Watch them both collect that $500 perfect attendance bonus, cruise anyone mid school year? Makes those who work within the schools wanna blow chunks! What a joke no one respects either of them, much less the other suckling useless central office fodder and their hired family.

I'm sure when his physical expired at the end of August, in the following 2 months he had forgotten completely everything he had ever learned about driving commercial vehicles. YUP, EVERYTHING just went right out the window!
THAT'S what caused this accident! Now we have the real cause nailed down!
If he had only gone to that darned doctor allotment, none of this would have happened! It's that simple!
I hope this serves as a lesson to all those truck drivers out there how important it is to keep up with those checkups.
He thought this was government over regulation so he ignored it.
Did you all overlook that the driver had seizures in the past? This might be a bigger problem than govt regulations....
