The county Board of License Commissioners sent a formal letter to the Hooters on Rockville Pike on Tuesday, charging them with “allowing a person to be serve and/or to comsume alcoholic beverages past the point of intoxication” on the night Leotta was killed. Representatives of the bar/restaurant will have to appear at a “show cause” hearing on June 16th.
Hooters did not immediately respond to a request for comment on the letter sent by the county.
Reluzco pleaded guilty to vehicular manslaughter last month, clearing the way for the county to act against the restaurant.

Luis had a 1 pint flask full of Jack Daniels when he arrived at the establishment in question.It was empty before he left.Patrons in the bathroom (where he went to drink out of the flask) heard him say it was Jack and saw the contents through the clear side of the flask,thus knowing it was full when he arrived.My hope is that those patrons will make official statements and testify in court.

There's no mention of how many drinks were sold to him. Too many unknowns to say if they're liable for selling one drink in an hour or four drinks.

Every bar I go to similar to this one have a computerized system that tracks what I buy all night tracking drink by appetizer and has a tab at the end of the night. Miss "Flask in the restroom" may have a point, but the tale of the tape may defend Hooters.
