Newark, DE - Delaware State Police have arrested a Wilmington man for his seventh DUI following a property damage crash that occurred yesterday morning.
The incident occurred yesterday morning, Thursday, October 1, 2015, at approximately 10:10 a.m., as troopers were told to respond to the First Student Transportation bus yard located at 750 Stanton-Christiana Road, Newark, for the report of an unresponsive operator behind the wheel of a vehicle. Upon the arrival of troopers and Emergency Medical Services, John R. Owens, 57, of Wilmington, was found to be passed out behind the wheel of a Dodge Caliber which had entered the bus yard and struck the rear of a school bus that was parked in the lot. Troopers learned that Owens had entered the lot, struck the bus, and then exited the lot onto Stanton-Christiana Road. He then re-entered the bus lot and struck a chain link fence before passing out in the car.
John Owens was removed from the scene by EMS and transported to the Christiana Hospital for evaluation. Owens did not sustain any injuries in the crash. A DUI investigation then ensued and troopers subsequently arrested Owens for his 7th Offense DUI, Driving while Suspended, and No Valid Proof of Insurance.

Okay, Delaware, what are you going to do to stop this and other chronic drunks from driving before they kill anyone else?
And what would you suggest, 539? There's people out there working on #13. This guy's an amateur! Maybe we could lock them all up at your house and you could feed and deal with them.
Single these repeat offenders out with special license plates. It's possible if they think other drivers are aware they have the tenancy to drive drunk they may keep it parked. Or take their plates permanently. Revoking/suspending the license itself is useless.
Have them flagged at the MVA/DMV so they can't get tags.
I do not think, that our homes or food would pass inspection, to house any of these
clients of the state or federal Govt. Think about that. We work our butts off, and
would not pass inspection.
Until our jails, start to look like a place, that we would not want to go,THINGS, will
never change.
Our State of Md just closed one in Baltimore, and saved us 10 or 15 MILLION.

Seize any assets they may have. Sell their property to help pay for their jail term. If no assets, lock them up anyway and they will dry out at some point. It would be great if there was an ankle bracelet that would monitor alcohol intake.

Driving while drunk is only a symptom. The disease is alcoholism. 5:39 is looking for government to do what it's supposed to, which is keep the rest of us safe from potential murderers like this one. 6:17 is giving up.
A criminal, be they an alcoholic or a thug, will not follow the law so you think by making more laws this will stop? As for the repeat offender of DUI after there second or third confiscate their car or the car they are driving, that is a hit in the pocket book that hurts and as far as borrowing someone else's, no one would risk losing their car because their friend can't stop drinking and driving!
His facial contortions indicate that he has been in a lot of fights.That suggests that his demeanor is altered when he drinks.Nose broken and teeth knocked out it appears.When he appears in court after each occasion he follows his attorneys instructions by looking the judge in the eye when he answers a question and by dressing appropriately.If this works repeatedly we have a serious judicial problem.Judging by his age he most likely doesn't have any young children who depend on him for support,but who knows? attorneys know that what works for him will work for their next multiple DUI offender.Sad
Doesn't the three strikes rule apply? I had a cousin who was only sober when he was in jail. Such a pity. He was a favorite cousin when we were kids.
This guy is my hero ...He's not a quitter.
