I've got a feeling that Homey stole that CO's badge. A CO doesn't just break into his car and leave his jewelry behind. This is a set up and Homey is trying to get Officer Mills in jail.
Every uniformed officer takes off his uniform and places their jewelry in a safe and secure location and many times on top of their dresser. No one is that stupid to accidentally leave a badge, name tag and stripes behind. He stole that when he broke into someone's home. It is an old name tag because name tags that worn out are not acceptable.
