Great choice!! This is how it's done. Behind the scenes it would appear that our governor is assembling and advisory council comprised of key people representing infrastructure in the event a large scale emergency should occur. Such as an attack on our power grid, distribution system, etc. other key people would represent, transportation, SHA, CDC, local trauma centers/hospitals, law enforcement, fire/EMS, and national guard, just to name a few.

no effort at all has to be made compromise delmarva power, everyone one of there customers are at risk, as anyone can call in, even give fictitious information, and change the service on any address to the name they give. A new account is created and the service no longer exists in the real customers name, that easy. They do not do any credit checks, or any other validation, and they don't even notify the real customer that they service is no longer in there name. And it may take over a month for them to find out. Delmarva Power states that it happens a lot, and they even have a team specifically designated to clean up the problems it creates for customers.
