A Viewer Writes To All City Council Members: Whats the sense?
Whats the sense in having any ordinances at all when City employees are breaking the law too?
I ask because its now 9:06pm (3 full hours past 6pm) and there are at least 15 concrete workers on the job site, (at 1400 South Division Street) and even a City truck with City employees there too. Strange how that works....

Laws and ordinances do not apply to government employees or elected officials, just ask any of them!
When you're pouring concrete you have to work around the set times of the concrete. I've poured slabs at 11am and had to sit around until 7 pm before I could touch it with a trowel. Other times I've only had to wait an hour. Depends on the job, the thickness of the concrete, and the type of concrete. You can't just pour it and walk away from it to please the complainers of the community.
If these same people had to be the one's living with the noise everyday all day and all night believe me they would be screaming bloody murder! This proves beyond any doubt, that Salisbury leaders don't care about the everyday taxpayer/homeowner. They are in bed with the contractor and they see it as bringing in more money for them to waste than a few homeowners going without sleep for months. It is a very bastardly thing to do to homeowners. The only recourse is taking to the courts, and don't vote any of them back into office no matter what they promise. They have already proven themselves liars.
If they're willing to work late, good for them. They need to work at the best times for them to get the work done. Less traffic and cooler temperatures also. 'Bravo' to those hard workers! Some people just can't be pleased and will complain about anything. Lighten up.
Funny how the only workers that remain on scene past 6pm are ALWAYS Hispanic, as it is in this case too. This isnt a one time event, to those of you who say "let them work!", this is a daily occurrence for 7 full months now. 7am to 6pm means exactly that. How bout they lighten up, eh?
Sorry, but it doesnt work that way. Traffic is of no concern to this job. Cooler temperatures, warmer temperatures, its always either cold or hot so that doesnt mean anything either. Its not about the work ethic of the folks working there, Im sure they are great at what they do, but it IS ABOUT the residents that are already living there and their right to enjoy peacefully their homes and property. Their deadlines and delays are not the problem of the residents.
Its not just the concrete crews. Its the heavy equipment, stone masons, framers, roofers, stucco crews, clean up crews, sheetrock hangers, all of the deliveries, and the utility crews too. Over the course of seven months it tends to get old, sorry.
No one on that stupid city council or the mayor live anywhere near all this work going on, however, if they did, you can bet it would start and stop when it is supposed to. Not fair, plain and simple.
I once poured a 40x40 slab on Big Coppitt Key at the Quik mart with the normal retarder in it due to the normal hot weather. A cold front came through, and at 10 at night, light mist, we still could not do anything with it. We went home, slept, and were back at 7am. Finished about 10 am, I think.
Concrete has its own clock. Finishers are just servants of the product. You have to be there when its ready to go, and no "ordinance" can change that.
@8:31 Every other trade that is on a construction site has no "clock" like concrete finishers, yet they stay even after police comes and tells them to leave.
So it is okay to break a law some of the time if it is convenient to do so. So if a police officer shows up and tells them to leave and they don't then it is okay for the officer to shoot the worker.
There are a bunch of whiney old farts in here. If they stopped working at 6pm, they will end up being on the job longer than planned, and then youd be complaining about that. How about us younger people start complaining about all the traffic laws old people break every day? Or maybe we should complain about old people going to bed too early, and because of that, we can't enjoy our homes like we want because old Harry next door will call the cops at 8pm for my young sons playing catch in the backyard. Go play bingo or peaknuckle keep yourselves busy and leave the guys alone that are out there busting their buns trying to put food on the table.
If Palmer Gillis is the contractor you can forget about getting any sleep until the job is done. Jim Ireton does what Palmer tells him to do as will Fake Jake.
They write new laws. They dont enforce the old laws, or the new laws.
The Council put most of the "research" that needed to be done on Chief Duncan.
Ocean City's noise ordinance was used to come up with one for Salisbury.
It has taken no less than seven months for the City Council to take parts of other city's ordinances and fill in the blanks of their own.
An Ocean City LEO was brought to yesterdays Council meeting to play show-and-tell with their $2000 decible level readers (which have only been used 3 times this year) only to be told they wont be necessary because the police are properly trained to decipher noise levels.
Salisbury University construction projects are EXEMPT from any ordinances and they do not have to comply.
Two spokesman from SU were brought to the meeting to talk about the detrimental impact of starting work at 7am, rather than 6am, and how it would slow down and drag out all projects they have planned. They will be allowed to work around the clock if necessary.
Shanie Shields only concern on the entire ordinance was the financial impact to violators aftet they have been cited for breaking the law.
Saturday and Sunday are both considered a weekday in the construction industry.
Even when the ordinance is finalized nothing will change because Gillis controls a ton of purse strings around here.
Maybe they should plan their activity according to the laws of the City they operate in, rather than expect the community to accept their desire to finish a job by a certain date? Why are the contractors needs more important than the community needs?
11:15 PM My what a rude, insulting person you are. I'm sure your parents are proud of the way you talk and seem to have turned out. Just remember sonny, one day you too will be older and perhaps even sick, and when that time comes as it will for you, I hope those people around you and those you insult will show you grace and mercy and you remember your conduct and speech today.
To the youngsters on here insulting old people, stop it. Have an intelligent and respectful disagreement.
Senior citizens have paid their dues. EVERYONE, regardless of age, is entitled to the quiet enjoyment of their homes. So sayeth the law.
Your grandparents are seniot citizens. People who are deprived of sleep suffer health-wise, or haven't you read the Huffington Post lately? Ask Arianna about her Sleep Project.
Just stop being disrespectful. When you are older, you will understand. In the meantime, respect your elders and stop reflecting badly on your upbringing.
And learn how to spell "Pinochle." I guarantee the "old folks" you make fun of know how to spell it - and a lot of other things you misspell.
I don't know what department is responsible for this comment I have to make. When slum lords don't cut their grass, and someone either from the city, or contracted out by the city cuts grass, I don't know which but it was a house at 309 Washington St. Yesterday a young black male appeared to be 18-20 came to cut the grass on one of those big zero turn mowers, came with a girlfriend who hung around him the whole time, needless to say he did a piss poor job I don't think he even let the machine down to cut the grass just ran over it, worst I have ever seen. He and the girl were picked up by a city vehicle which provided transportation for both. The city needs to check it out and make sure this person is never paid by city or contracted by the city!!!!!!!!!!!!!!!!!!!!!!!!
I would like to understand --1. why many are paying Both City and County taxes??? and 2. Why don't the citizens ask for explanations??? Just doesn't seem fair

What are you, like 60 years old? Deal with it.

But no one should break the law right?
Although I agree with you why do we have laws.
Funny how the only workers that remain on scene past 6pm are ALWAYS Hispanic, as it is in this case too.

Yes, I am 62 years old. Two of the bordering properties have residents in their 90's.....but that doesnt matter to anyone.
Sorry, but it doesnt work that way. Traffic is of no concern to this job. Cooler temperatures, warmer temperatures, its always either cold or hot so that doesnt mean anything either.

Some things to consider regarding this ordinance:
They write new laws. They dont enforce the old laws, or the new laws.

Why should the "young people" be able to break the law?
Why should the "young people" be able to determine how the rest of enjoy our property?
You sound like an uneducated laborer with your statements son.
Now if you'll excuse me Andy Griffith is on and I dont want to miss any of it.
@11:15

Its not rocket science son.
Some "young people" like peace and quiet or have to get up early for WORK (what a concept).
Anyway, the real issue is that they are ignoring the law, not that someone is a grumpy old fart.
People turning this into an issue of people complaining. News flash: you are missing the point.

I have a question, please. Why do some citizens pay both City AND County taxes??? and why hasn't more citizens asked for this to be looked into?
thank you
