Terence Arrington Resigns As Assistant City Administrator for City of Salisbury

A bit under the radar, Terence was recognized as a very intelligent man who was well respected by many. I say many because as you might guess, the Mayor, (as usual with African Americans and women) just couldn't see eye to eye with him. Hence Terence putting in his resignation as he quickly accepted another job as a City Administrator in North Carolina on Dec. 22nd, 2014. Terence didn't even last a full year with the City.

UPDATE: My mistake. Terence went to South Carolina, not North Carolina.

Not a big surprise, but thought it would take longer. He's a capable, personable fellow who will do well. No room for advancement here, so moving on is another city is in his best professional interest. I hope that we can find a replacement with as much on the ball as he has.

I worked with him. During his 1 year tenure he did more for the city than chambers did in all her years. He will be missed by those of us in the business community. He is incredibly sharp and extremely capable and I wish him well.

In early January I heard Mr Arrington was offered and accepted a two year contract as Darlington County SC Administrator. Starting salary was 100K and county would pay moving expenses. He was to start in middle of February.

Did he not take that position and take a position in a NC city instead? What city in NC?

It was Terry Cohen that brought in the grant funding for the Safe Streets program that was implemented in this city NOT Lore Chambers. Chambers was a grant writer that Barrie Tilghman promoted so she would have an AA in the upper ranks. Not saying Lore isn't intelligent, she was used and abused by the Mayor's office. I am saying she did not bring Safe Streets program to the city or the money that came with it.

I can't speak for Walden, but Strayer University is fully accredited and is a tough University. My aunt has her Master's degree from there and the coursework was no joke.

SALISBURY — If Terence Arrington ever wonders whether his work is paying off, he can start by looking out his window.

The new assistant city administrator lives in an apartment a few steps from city hall, which itself lies in the heart of Salisbury.

Two weeks into his new job, the 30-year-old native of Charlotte, N.C., ticks off a long list of tasks given to him by the mayor and interim city administrator. It includes revising the city’s emergency management plan, changing how the city applies for grants and, of course, helping revitalize downtown.

“I’m in walking distance (of work), so that’s a pleasure,” Arrington said. “Eventually, people will start getting on board and we’ll start seeing things happen downtown.”

Arrington replaces a city employee who was fired after having a noisy, public exchange at city hall with Ireton. Loré Chambers sued Ireton and the City Council in October, seeking $750,000 in damages as a result of the July 12 encounter.

The City Council and mayor’s office have since been dismissed from the case. Ireton, the remaining defendant, has called the suit “legalistic distortion.”

Energy and optimism are Arrington’s two key traits, Mayor Jim Ireton said.

“He chose to live downtown when he got here,” Ireton said.

The city received about 50 applications for the opening and narrowed it down to three finalists.

“That resume, it stood out because he’s coming from some place larger and he had many membership things, community organization things, church things that reminded me of Salisbury, where people are involved in their church and civic organizations,” Ireton said.

Arrington worked jobs during the day while pursuing higher education. He studied international business at Strayer University and received a master’s in public administration from another for-profit school, Walden University.

In addition to working as a business office administrator in the city of Charlotte’s fleet management department, he served as a project coordinator at his church.

He also worked in the private sector — as a leasing and maintenance coordinator for Family Dollar and a business project coordinator for the now-defunct Decision One Mortgage.

But his Charlotte job stirred an innate interest in giving back to the community, he said. Arrington was the youngest of three children, and his mother would go on to adopt four foster children.

He wanted to learn more about administration, so he volunteered to work for the surrounding jurisdiction, Mecklenburg County, as a budget analyst. Before coming to Salisbury, he was a local government management fellow with the International City/County Management Association.

He worked for a year and a half in Fort Lauderdale, Fla., drafting a study on the city’s fiscal capacity and developing a protocol for dealing with employees who get caught by red-light cameras while driving city-owned vehicles, among other things. (The process ensures that the employee pays the fine.)

If Arrington’s background is skimpy in any way, Ireton said, it’s his work experience. But Ireton said the city can be a place where young administrators like Arrington can learn and grow into their roles.

The Wicomico County chapter of the NAACP criticized Ireton for dismissing Chambers, who was one of the few African Americans in the upper levels of the government‘s employee chart. Mary Ashanti, the group’s president, declined to comment on the hiring of Arrington, who is African-American.

For his part, Arrington said diversity is important, but race isn’t a factor in the quality of someone’s performance.

“At the end of the day, I‘m delighted to be here,” he said. “I’m here to serve the public.”

Interesting KRS Ties To For-Profit College Mess

In 2007, Kentucky Retirement Systems seeded yet another private equity firm. The company was Mountain Capital and KRS placed $50 million with the firm. That was after New Mountain gave placement agent Credit Suisse $169,000 to arrange the deal.

After that, New Mountain used its mountain of retiree cash to fund Strayer University, which opened three campuses in Kentucky: Louisville, Lexington, Florence. The national corporate board (Warning: External PDF Link) of Strayer includes Charlotte Beason, the longtime executive director of the Kentucky Board of Nursing (2005-2012).

While she was a public official in Kentucky, Beason received gifts of Strayer stock worth hundreds of thousands of dollars. The 6,426 shares she owns, currently at $46 per share, are valued at a whopping $295,596. It appears that Beason also received director fees totaling $150,000.

While Attorney General Jack Conway has investigated and prosecuted six for-profit schools in Kentucky (most notably Sullivan/Spencerian, strong supporters of his former opponent), Conway’s investigation has conveniently ignored Strayer. Which is interesting because Strayer has been at the heart of the national chatterbox.

Here’s why: In 2000, Robert Silberman became CEO of Strayer as part of the New Mountain investment and remains in that role today. In 2009 he made $41.5 million, consisting almost entirely of stock that gets paid out over a decade, which was the highest amount of pay in the for-profit college world. It was such a big deal that the comic strip Doonesbury joked about it. Spending only $1,300/student a year on student instruction while also spending $2,500/student on marketing and reaping a $4,500/student return really seems to ruffle feathers.

This seems to be a hornet nest of a mess because everyone we’ve questioned off-the-record has yelled, threatened and slammed down their telephone.

There are tons more questions – like why the Board of Nursing really pulled its approval of Spencerian’s nursing program. So you can bet we’re asking them.

Strayer University and Walden University are both private, for profit universities. They have an "accredidation" but they are not Regionally Accredited. You people are silly enough to read "accredited" and you believe the school is really accredited. Apparently he got his "Masters" at Walden because he couldn't transfer to a real school like the University of Maryland. He went to one unaccredited for profit college and had to go to another one to get a "Masters Degree." Those private for profit degrees won't transfer to real colleges and most of them are online. Google Strayer and Walden with fraud in the line and you will get tons of information explaining what we are talking about.

DARLINGTON, S.C. – The five-month search to find a new Darlington County administrator will persist after the candidate offered the position, Jon Caime, turned down the offer.
In an email to the county council Thursday afternoon, Caime praised the achievements of educational institutions in the county and cited those achievements as his primary interest in applying, but he declined to take the job.

“I greatly appreciate the support of the Darlington County Council in selecting me as the top pick among the 74 applicants for the position of Darlington County Administrator,” Caime said. “I was drawn to Darlington County due to your outstanding efforts in the area of education, having some of the top high school graduation rates in the state of South Carolina, the (Florence-Darlington Technical College’s) manufacturing institute and incubator, and the impressive achievements of Coker College as the top South Region college in South Carolina and being in the top 20 South Region Colleges for 16 years.
“After much consideration, I do not believe this is the best fit for my family and I at this time and will decline the offer of employment. I wish you the best of success with your new administrator.”
The council voted 4-3 with an abstention Tuesday to offer Caime the job over two other applicant “finalists”: Darlington resident Terry Josey and Maryland resident Terence Arrington.
Darlington County Council Chairman Wesley Blackwell stopped short of confirming Caime had turned down the job, citing a need for council to discuss the situation as a whole body before commenting on behalf of the county’s residents.
On Thursday, the council scheduled a special meeting for 3 p.m. Monday. The agenda lists only an executive session regarding the administrator’s position, and the meeting will be held at the Courthouse Annex/EMS Building, located at 1625 Harry Byrd Highway.
Blackwell did, however, discuss options that the council would have on the table. It could vote to restart the hiring process altogether, allowing candidates to submit or resubmit résumés and applications. Or, council could choose to reconsider applicants from the original filing period.
“The other thing that we would have to consider during this time, it’s Christmas really, and we would probably want to wait until 2015 to make and choices on those things,” Blackwell said.
Blackwell, who did not seek re-election this year, will exit council on Dec. 31. David Coker of Hartsville will fill Blackwell’s District 8 seat, the only change on council this year.
Blackwell, along with council members Mozella “Penny” Nicholson, Dannie Douglas and Bobby Hudson, voted in favor of hiring Caime, while Councilmen Le Flowers, Robbin Brock and Bobby Kilgo voted against the offer. Councilwoman Wilhelmina Johnson abstained.
Interim County Administrator Tommy Edwards has served in the position since the council fired former county administrator Dale Surrett in July.

DARLINGTON, S.C. - Darlington County Council voted unanimously Tuesday to offer a two-year at will employment contract to Terence Arrington to serve as Darlington County’s new county administrator. Arrington is currently deputy city administrator for the city of Salisbury, Maryland.
The terms offered by the county call for a first-year salary of $100,000 with the county paying up to $5,000 to cover Arrington’s moving expenses. A second-year salary would be $105,000. Arrington would receive the same vacation time and benefits as a 15-year county employee. His start date would be Feb. 15.
Arrington had tentatively agreed in December to accept the county’s initial offer of the county administrator’s position at a base salary of $95,000 pending negotiations.
Newly elected Council Chairman Bobby Hudson said Thursday County Attorney Jim Cox and Arrington’s attorney Chip Auman of Hartsville are still working on details of the contract but he said he is hopeful that Arrington will accept it.
“I think we can work through what he wants and hopefully he’ll come on board and we can go forward and do some good things for Darlington County,” Hudson said.
Interim County Administrator Tommy Edwards submitted his resignation Tuesday but will continue to serve until Feb. 15.
Since January, Arrington has served as deputy city administrator in Salisbury.
Arrington holds a bachelor’s degree in international business from Strayer University and a master’s in public administration from Walden University, both online schools.

I agree with you. Tom Stevenson went from supervising 5 people to an entire city with a multimillion dollar budget. His resume reflects no education and no credentials. You all got shafted by the boy school teacher because he thinks Tom is cute.

I think we need to take a second to analyze what this article is truly saying. I recall reading a newspaper where Arrington helped the City of Salisbury obtain $250,000 in grant funding from the Department of Housing & Community Development to demolish the former Daily Times building to make way for Economic Development. I've also had the opportunity to sit in a committee meeting with the guy and was thrilled to have someone like him working for the City. He actually said things the City needed to hear! No doubt, Mayor Ireton knows nothing about what is best for our City. I have also heard the employee staff meetings are “bitch sessions” for Mayor Ireton to belittle, bully, and exercise his authority over senior level employees. I feel sorry for all City employees who truly want to make a difference in our community, but cannot due to derisory leadership. This is truly a loss for our community! Mr. Stevenson is a separate issue within itself. Hiring a “Yes” man does not HELP the City or our community. Arrington was under-utilized and under-valued. Again, this is a major loss for our community. In my opinion, we should not be upset when unscrupulous people leave. We should be upset when noble people leave. I hate we could not do anything to convince him to stay. Too bad the County was not able to recruit him.

Morgan State offers "programs" that you take online (Anderton?). Don't you remember the slogan "have a computer, put it to work!"?

Well, I got my degree from Johns Hopkins by paying for it myself (no loans) and by attending REAL CLASSES at night. Anyone can do it if they want. Of course, I'm white and a frequent target of those less fortunate (?) who blame their lives on inequality.

In the end, Shore Transit determined that I was unqualified to be a bus driver for their organization so I never became an employee of their organization. I remain so from another local Government organization though.

Keep hiding your views behind an excuse and nothing will ever change.

At one meeting I attended he threw a tantrum and I just looked back at him and said;

Chambers started out grant writing for the most part. She brought in money via CSAFE grants. Kudos to her.

Didn't lower crime much because it would move to another neighborhood until Church St. cooled down enough.

Elected officials DO bring in money. Otherwise, you are insulting EVERY elected rep ever if you think it's just staff pushing the paper. I worked with staff of far higher people than SBY-Podunk and a good official will bring in bucks, aided of course, by good staff. Sometimes staff takes initiative.

Cohen did indeed go to Gov. O for help with our murders. But here's the difference between you and your hogwash and her. She never claimed it was all her. She frequently credited staff and law enforcement. She thanked the profusely. I believe the word she called herself in relation to Safe Streets was "a catalyst," because while she got the ball rolling, she felt the results were due to the work of others. Imagine that, a modest person in elected office.

Don't misunderstand. I never had anything against Chambers. She was okay, I guess,from what I could see of her. Her whole routine on the Bricks was ridiculous, but I don't think she deserved what she got from Ireton.

So, just settle down. As for the previous poster, calm down, it's not lies. Chambers brought in money, Cohen brought in money.

Difference was the program. Since that Safe Streets thing came into play, murders have been down in this town. Much more work to do, though, but unfortunately, Cohen is gone, as is Campbell, and what you have left is a Boy Mayor who would rather flit about town than do what truly needs doing.

Of course she did. You folk just can't admit that an African American With credentials higher than anyone else on the city's staff actually made an impact. Get over it. Staff push the paper and elected officials politic. The money won't come without plausible documentation to substantiate the funding decision, no matter how much talking goes on over drinks. Staff does the heavy lifting and has the burden of tracking and reporting on the dollars. If you don't know how the process really works, silence is better than showing your ignorance.

Although it has nothing to do with the facts. Cohen made the contact with the Governor regarding Safe Streets. It was Cohen that initiated the conversation and everything that ensued. Lore Chambers did bring grant money to the city, that can't be taken away from her but, she had nothing to do with the Safe Streets program, that was all Terry Cohen. Grant funding is nothing more than tax payers money, it's not free, we all paid for the funding of the various grants provided the city, including all of those toys purchased by the fire department.

Jim Ireton is a homosexual male that hates blacks and females. Remember Lore Chambers? Very qualified and did the job as City Administrator, but was passed over by Jimbeau's arm candy for a person who wasn't qualified to sell lemonade at a yard sale. Even today Tom Stevenson would never get a job at any town, city of county as an administrator or executive. You have to have years of education and experience. Tom is nothing but a yes man and he had absolutely no qualifications to be hired as the director of a small department like NSCC. Although Susan P. is now the director of NSCC she isn't qualified to be a department head with her AAS degree. With that said she was/is more qualified than Tom Stevenson is. The fact that Tom Stevenson has done nothing to acquire any formal education proves that he isn't disciplined and is nothing more than a lazy yes man who would stab his best friend in the back to get ahead in life. He walks around with his suits and ties looking like a pretty boy, but that doesn't make him look important. He now wears the expensive looking long overcoats that downtown lawyers where, but he is way over his head. Jim Ireton this next election can't get here fast enough and we pray that G.I. Joe wannabe fake day doesn't get elected as our next mayor. I agree with the earlier poster that getting married is obviously a front for his family to think he is a real man.

Anderton does not have any higher education credentials. He is just and average low level employee who happened to get elected during the Tsunami. He will have to work hard and keep the citizens on his side to get re-elected and it can be done. However if the Democrats fund a campaign for someone like they did Jim Mathias there will be a new Delegate. If I was Anderton I would be concerned about Jim Ireton. Playing friends with him won't keep him from running against you. He will do anything nasty to his friends as he has already proven. Iretons goal is to get elected to higher office and the fact that he has a running campaign account proves that.

Just look at some of the fatalities:
Dresser/Hal, Crown, Campbells, Standard Register, Labinal, Maxum/Bayliner, Mrs. Pauls, Chesapeake Corp., Purity Bacon, I have seen the list many times on Salisbury News. And yet it only seems to get worse with each passing day. Why wasn't Mikulski here when Haliburton exited? How about N. Conway - where was he? Let's face it our regional area should be declared AN ECONOMIC DISASTER!!

The point is these clowns move around all over the country because they can't get jobs in their own towns or counties let alone their own states. Take for instance John Pick as you said already. Lore Chambers did not move to Salisbury to get a job as a department head or Administrator. She was hired by the Reign of Terror DingleBarrie Tillmon as a lowly grants writer. She also hired the unqualified public works director John Jacobs, fire chief Steve Brezler and police chief Alan Webster. Then Jim Ireton hired the unqualified public works director Theresa Gardner and now Mike Moulds, HR director Jeanie Lloyd, fire chief Jeff Simpson and police chief Barbara Duncan. And now we are stuck with the very unqualified Tom Stevenson and Rick Hoppes. These last two clown will never be able to go to another town and get the same job in the same capacity. Jim Ireton has hired nothing but losers from outside and from within. There has got to be more qualified and better people from within if he would just look.

I agree with this comment. I think Lore is Trolling on here bragging about her PhD again. I refused to call her Dr. Chambers. The only people I call Doctor are the ones that have MD or DO behind their name. She was always bragging about her PhD and she demanded that everyone call her "DOCTOR."

I think she got screwed by Ireton because he should have gotten rid of her in the beginning when he first took office.
