Charges dropped against Rockville parents who kept autistic twins locked in basement at night

Prosecutors say they've dropped abuse and false imprisonment charges against the parents of autistic twin men who were kept locked up at night in a basement room with no lights or furniture.

The Montgomery County State's Attorney's Office said Tuesday there was insufficient evidence to prove beyond a reasonable doubt that 57-year-old John Land and 60-year-old Janice Land had criminal intent to neglect their children.

Difficult case and really limited information.
Either they could not afford help,
could not find help,
did not know where to get help,
or kept them for the disability money the got.

The article says:
the men are receiving more humane care and proper supervision through the county's social services agency.
Maybe, maybe not.

Anyone working in those agencies will tell you, we are simply warehousing them. It's not always an improved quality of life.
