The plan marks the first step in the state’s plan to move away from fee-for-service financing in hospitals in an attempt to establish a system of preventative, better quality care.
“The new waiver will allow us to improve the wellbeing of whole populations that are served by hospitals, while at the same time giving our hospitals the [financial] predictions they need over time to be able to be sustainable – to keep their doors open,” Gov. Martin O’Malley said at a press conference at Mercy Medical Center in Baltimore

Yes, it will reduce Medicare costs, because if the hospital never admits you, you are responsible for all costs incurred and medicare gets off scott free! You may lose your happy home, but at least the hospital will still be there.

Beware do not let them admit yourself for observation but for treatment only. You will pay dearly for that.
Care will suck as it does already at PRMC. They are afraid to admit anyone due to no funds if they have to readmit you or keep you for extended period of time and you get an infection.
Hospital care is a thing of the past. Sure it will cut down of ER visits because you can't get treated anymore.
This is already happening.
An gor god sake if you have a sick child don't take them to PRMC ER those DC doctors they have there are quacks.
