Incident: Assault
Date of Incident: 27 November 2013
Location: 5800 block of Forest Grove Road, Parsonsburg, MD
Suspect: Rodney Marion Powell, 52, Parsonsburg, MD
Narrative: On 27 November 2013 a deputy arrested Rodney Powell in connection with an assault he allegedly perpetrated against a juvenile family member. During this investigation, it was discovered that a family dispute over the juvenile having a friend over escalated to an ongoing physical assault which also included Powell threatening to burn down the residence.  Upon arrest Powell was transported to the Central Booking Unit where he was processed and taken in front of the District Court Commissioner. After an initial appearance, the Commissioner detained Powell in the Detention Center in lieu of $25,000.00 bond

Incident: Fugitive
Date of Incident: 29 November 2013
Location: 4300 block of Tyaskin- Nanticoke Road, Tyaskin
Suspect: Tom Joshua Outten, 21, Salisbury, MD
Narrative: On 29 November 2013 at 10:33 AM, a deputy arrested Tom Outten at a residence in the 4300 block of Tyaskin-Nanticoke Road on an outstanding Circuit Court Bench Warrant. The warrant was issued after Outten failed to appear for a Drug Court review hearing in a robbery case back in October.  Upon arrest Outten was detained in the Detention Center without bond pending an appearance in front of a Circuit Court Judge.

Incident: Theft
Date of Incident: 29 November 2013
Location: 800 block of Miami Avenue, Salisbury, MD
Suspect: Tamika Dalon Walker, 33, Salisbury, MD
Narrative: On 29 November 2013 at 5:54 PM, a deputy arrested Tamika Walker in connection with the theft of personal checks from a family member and their subsequent cashing. During the investigation the deputy learned that a total of 33 checks were obtained by Walker without the account holder’s permission and Walker proceeded to use them at Salisbury area grocery stores to purchase over $2,000.00 worth of groceries during the summer of 2013.  The deputy applied for and obtained a warrant for Walker’s arrest. Upon arrest and presentation to the District Court Commissioner, Walker was detained in the Detention Center in lieu of $15,000.00 bond.

Incident: Burglary / Assault
Date of Incident: 30 November 2013
Location: 900 block of Booth Street, Salisbury, MD
Suspect: Maurice Lamar Daniels, 20, Salisbury, MD
Narrative: On 30 November 2013 at 3:48 PM, a deputy arrested Maurice Daniels in connection with a burglary he reportedly committed in the 900 block of Booth Street. In this incident, Daniels allegedly entered the residence uninvited and assaulted the female subject who resided there. During the investigation of this incident, the victim also informed the deputy that Daniels had taken a television, a lap top and a cable modem that belonged to her. The theft had occurred prior to this incident and the items were now unable to be located. Daniels had also come into the residence uninvited to take the victim’s property.  The deputy transported Daniels to the Central Booking Unit where he was processed and taken in front of the District Court Commissioner. After an initial appearance, the Commissioner detained Daniels in the Detention Center in lieu of $70,000.00 bond.

Incident: Violation of a Protective Order
Date of Incident: 1 December 2013
Location: 7000 block of Wainwright Avenue, Parsonsburg, MD
Suspect: Francis Michael Cordwell, 27, Parsonsburg, MD
Narrative: On 1 December 2013 at 9:44 AM, a deputy arrested Francis Cordwell at a residence in the 7000 block of Wainwright Avenue at the request of the Westminster, MD Police. That agency had investigated a report of a violation of a final protective order that occurred when Cordwell began sending text messages to the mother of their daughter that were perceived to be threatening. Due to the conditions that had been imposed by a judge for Cordwell to refrain from contacting this other individual, the Westminster Police obtained a warrant for Cordwell’s arrest.  Upon arrest, Cordwell was brought to the Central Booking Unit where he was processed and taken in front of the District Court Commissioner. After an initial appearance, the Commissioner detained Cordwell in the Detention Center in lieu of $50,000.00 bond pending transfer to the Carroll County Detention Center.

Incident: WCSO Activity
Date of Incident: 2 December 2013

  • On 1 December 2013 at 7:17 AM, a deputy stopped a vehicle operated by Joshua Tirpak, 19 of Salisbury, for speeding on U.S. 13. Upon approaching Tirpak, the deputy detected a strong odor of marijuana emanating from with the vehicle. Subsequent search revealed three marijuana smoking devices and a small amount of marijuana. Tirpak was charged on a Criminal Citation and released pending a future court date.
  • On 2 December 2013 at 3:18 AM, a deputy stopped a vehicle operated by Kristopher Horvath, 19 of Salisbury, for speeding. Upon detecting an odor of marijuana emanating from within the vehicle, the deputy conducted a search, during which the deputy recovered a smoking device and a small amount of marijuana. Horvath was charged on a Criminal Citation and released pending a future court date.

Francis has always been a POS. Stealing from family and friends since he was a kid. Drug addict for many years. He's a punk. Nothing more.

That's not all Tamika did! Her and 4 others made fake paychecks with my employers company info and cashed them at Food Lions in Salisbury & Ocean City. I hope the police are smart enough to catch them considering they used their own drivers license numbers (for real!) on the checks.
