Smyrna – An investigation into large-scale heroin dealing in northern Kent County has resulted in the arrest of three and the seizure of a large amount of drugs and cash.
Detectives from the Delaware State Police Kent County and New Castle County Drug Units, the Kent County Governor's Task Force, along with members of the Drug Enforcement Administration, Dover Police Department, and Milford Police Department, have been conducting a four month investigation in Ronald Beal, 42, of New Castle.
During this operation, investigators learned Beal was a main source of heroin for northern Kent County. He sold bags stamped “Detour,” which had an average weight of five times the usual bag of heroin. Detectives determined that Beal was transporting these large amounts of heroin from Newark, New Jersey to Delaware on a weekly basis.
During this investigation, detectives observed Beal selling over seventy grams of heroin on four separate occasions before the day he was apprehended.
On August 29, Beal was apprehended in Smyrna after engaging in another drug transaction. This arrest resulted in the seizure of an additional 69.7 grams heroin packaged for sale, forty-six separate bags of cocaine with a combined weight of 9.8 grams, twenty-six prescription pills, one gram of marijuana, and $4,885.00.
As part of this investigation, detectives determined heroin was being sold by two associates of Beal: James M. Burkholder, 33, and Charles T. Kozur, 47. Both live in Smyrna.
Burkholder and Kozur sold heroin from their residence. Kozur also acted as a liaison between Beal and his customers.
On August 29 Beal was charged with numerous drug distribution offenses and related charges and is currently being held at the James T. Vaughn Correctional Center on $218,100 secured bail. Today, Kozur and Burkholder were arrested and charged with several drug offenses. Burkholder was committed to James T. Vaughn Correctional Center on $4,700 secured bail, Kozur was committed on $236,000 cash bail.
