That appears to be an organizational tag (like fop plates) on a personally owned vehicle. If it was state or government owned it would say SG or LG. some people have nothing better to do!

You my friend, are an example of the type of individual that likes to take pot shots at and criticize those who take a concern about their local community, while in the comfort at home in your bath robe and slippers.... Perhaps if you take notice in your local surroundings you too could participate and be of value to your community.
