He might have been puzzled since most felons in his day were executed...however, given the number of people who are convicted of nonviolent drug offenses that are felonies, I think he might be open to the idea, at least for some.
Go ahead, allow them to vote, 97% of them won't vote anyway so their numbers wouldn't make a difference.
As a matter of fact allow them to vote to lure them in to the polls and arrest their butts on outstanding warrants and failure to pay child support!
I remember some years ago people with outstanding warrants were mailed info about winning a contest, and they had to go to the civic center to collect, where they were met by law enforcement with a pair of handcuffs for them.
Yeah, give them a second chance. Let's give Benjamin and Erika Sifrit another chance. They only committed one felony apiece. Sheesh, what idiots we have living among us.
Okay, we should release the Sifrits and all pray they will change their ways. Maybe we should have given John Thanos a second chance, as well. Oh, what the hell, let's release Charles Manson while we are at it. I'm sure he's wanting our forgiveness.
Lincoln would think like a normal person that when a person commits murder they should have no more rights or considerations for a better life. Their victims don't have that right.

If someone commits and gets convicted of a felony that shows very poor judgment to me. I sure don't want anyone with such poor judgment voting, we have too many of those already.
