Who is this guy?

To him no growth at all is fine. While he was governor it took 3 years to get basic development permits so his agenda is one of no growth.

Not him again. He was a developers dream. Everytime a developer needed to get rid of some useless land or a swamp or didn't feel like paying property taxes on land they gave it to the state and Glendenning happily took it and couldn't wait to brag to everyone how he was adding acreage into the state landholdings. He was a live one. Then Erlich came along and the developers couldn't fool him. It was a shame.
