Incident: Assault / Resisting Arrest 
Date of Incident:   26 September 2012 
Location: 31000 block of Dagsboro Road, Parsonsburg, MD 
Suspect: Joseph C. Kutchen, 28, Parsonsburg, MD 
                                 
Narrative: On 26 September 2012 at 2:41 PM a deputy from the Wicomico County Sheriff’s Office
responded to a reported fight in progress at a residence in the 31000 block of Dagsboro Road in
Parsonsburg. Upon arrival, the deputy learned that Kutchen began assaulting another male that Kutchen
shares the residence with. During the investigation the deputy learned Kutchen had fled into the rear of
the property prior to the deputy’s arrival. The deputy went outside to find Kutchen who came out from
behind a shed and began charging at the deputy. The deputy took action to ensure that Kutchen complied
with the deputy’s request to lie on the ground. Upon an attempt to secure Kutchen in handcuffs, Kutchen
began yelling belligerent comments at the deputy while attempting to raise himself from a prone position.
The deputy again managed to restrain Kutchen and place him into restraints.

The deputy transported Kutchen to the Central Booking Unit where he was processed and taken in front
of the District Court Commissioner. After an initial appearance, the Commissioner detained Kutchen in
the Detention Center in lieu of $25,000.00 bond. The following day at bond review, a District Court judge
increased his bond to $50,000.00.

Incident: Possession of Crack Cocaine / Assault 
Date of Incident:   27 September 2012 
Location: 8500 block of Bi-State Blvd., Delmar, MD 
Suspect: 1. Donna L. Cleveland, 56, Delmar, MD 
               2. Margaret J. Drewer, 49, Delmar, MD 
                                             
Narrative: On 27 September 2012 at 2:01 AM, a deputy from the Wicomico County Sheriff’s Office
responded for a reported assault in progress in the 8500 block of Bi-State Blvd. Upon arrival, the deputy
was greeted by Donna Cleveland who advised that she and her sister, Margaret Drewer, were enjoying an
evening of smoking crack cocaine together when an argument ensued between the pair. Cleveland had
become angry that Drewer had been staying with her for several months without helping out financially
and wanted Drewer to leave. The argument over Drewer leaving turned physical with both Cleveland and
Drewer assaulting each other and leaving signs of injury.

Drewer, who was still at the residence, gave the same story that they were having an evening that started
with smoking crack cocaine and ended with Drewer and Cleveland fighting one another.

While the deputy was present, he recovered both crack cocaine and smoking devices from the residence.

Both Cleveland and Drewer were transported to the Central Booking Unit where they were processed and
taken in front of the District Court Commissioner. After their initial appearances, the Commissioner
detained both in the Detention Center in lieu of $5,000.00 each.
