Incident: Attempt to Flee and Elude
Date of Incident: 20 May 2012
Location: Naylor Mill Rd, Salisbury, MD
Suspect: 1. Adrian M. Bowen, 20, Salisbury, MD
2. Derrick J. Harmon, 19, Salisbury, MD

Narrative: On 20 May 2012
at 6:12 PM, a deputy from the Wicomico County Sheriff’s Office was travelling on Naylor Mill Road in the area of Jersey Road when the deputy attempted to stop two individuals operating unregistered dirt bikes on Naylor Mill Road. Instead of stopping the two riders attempted to flee, at times driving against traffic and passing other motorists. Both subjects left the roadway and attempted to hide in a wooded area where they were soon located with the assistance of other deputies. The riders were identified as Adrian Bowen and Derrick Harmon.

Upon apprehension, it was discovered that Bowen’s privilege to operate a vehicle was both suspended and revoked and that Harmon’s privilege was suspended.

Both Bowen and Harmon were placed under arrest and transported to the Central Booking Unit where they were processed and taken in front of the District Court Commissioner. After their initial appearance, the Commissioner detained both in the Detention Center. Bowen was detained on $25,000.00 bond while Harmon was detained on $10,000.00 bond.

Incident: Disorderly Conduct
Date of Incident: 19 May 2012
Location: 800 block of West Road, Salisbury, MD
Suspect: Eartha L. Conway, 56, Salisbury, MD

Narrative: On 19 May 2012
at 7:21 AM, a deputy from the Wicomico County Sheriff’s Office responded to a convenience store in the 800 block of West Road in Salisbury in reference to Eartha Conway being on the property refusing to leave and acting disorderly. Upon arrival of the deputy, Conway was screaming profanities and disturbing other customers while disrupting the store’s operations.

The deputy was well aware that Conway was banned from the store as he had arrested Conway on 28 March 2012 for the same offense at the same location. The store proprietors have made repeated requests of Conway to not enter their establishment due to her consistent disorderly behavior.

The deputy also learned that just prior to this incident; she had been in a second nearby store in the 900 block of West Road and was acting the same way. At this location, Conway allegedly stole two Hindu prayer books from those proprietors. Upon arrest in the 800 block, the deputy recovered the prayer books and returned them to their owner.

The deputy transported Conway to the Central Booking Unit where she was processed and taken in front of the District Court Commissioner. After an initial appearance, the Commissioner detained Conway in the Detention Center without bond.

Incident: Burglary Investigation
Date of Incident: 18 May 2012
Location: 200 block of Station Street, Mardela Springs, MD
Suspect: Pending

Narrative: On 18 May 2012
at 11:51 PM, a deputy from the Wicomico County Sheriff’s Office responded to a reported residential burglary of a vacant house in the 200 block of Station Street in Mardela Springs, MD. Upon arrival, the deputy met with the complainant who advised the exterior door leading to the garage had been forced open. At this time, nothing appears to have been taken.

Incident: Possession of Marijuana
Date of Incident: 16 May 2012
Location: 100 block of N. Salisbury Blvd., Salisbury, MD
Suspect: Lee Lewis, 21, Salisbury, MD

Narrative: On 16 May 2012
at 10:46 PM, a deputy from the Wicomico County Sheriff’s Office stopped a Ford Focus operated by Lee Lewis of Salisbury for an equipment violation. Upon contact with Lewis the deputy detected the odor of marijuana emanating from Lewis’ person and a subsequent search led to the recovery of marijuana. Further search of the vehicle uncovered a digital scale and baggies.

The deputy placed Lewis under arrest and transported him to the Central Booking Unit where he was processed and taken in front of the District Court Commissioner. After an initial appearance, the Commissioner detained Lewis in the Detention Center in lieu of $5,000.00 bond.

Incident: Possession of Marijuana
Date of Incident: 18 May 2012
Location: Ocean Gateway, Hebron, MD
Suspect: Joseph Ferraro, 46, Philadelphia, PA

Narrative: On 18 May 2012
at 3:47 PM, a deputy from the Wicomico County Sheriff’s Office stopped a vehicle operated by Joseph Ferraro of Philadelphia. After seeing indicators of possible criminal activity, the deputy requested a WCSO Drug K9 team respond for a scan. During the scan, the K9 alerted positively to the presence of the odor of illegal drugs. Based on the alert the deputy searched the vehicle
and recovered both marijuana and a smoking device from the interior of the vehicle.

The deputy placed Ferraro under arrest and transported him to the Central Booking Unit where he was processed and taken in front of the District Court Commissioner. After an initial appearance, the Commissioner released Ferraro on Personal Recognizance.

Incident: Possession of Marijuana
Date of Incident: 18 May 2012
Location: 1000 block of Kenosha Avenue, Salisbury, MD
Suspect: Male Juvenile, 17, Salisbury, MD

Narrative: On 18 May 2012
at 4:33 PM, a deputy from the Wicomico County Sheriff’s Office arrested a 17 year old juvenile on an outstanding Circuit Court writ. Search incident to arrest revealed that the juvenile possessed both marijuana and a smoking device. Additionally, the deputy recovered what would be identified as Suboxone from the juvenile. Based on the amount of Suboxone and other indicators, the
deputy determined that the juvenile intended to sell the illegally possessed drugs.
The deputy transported the juvenile to the Sheriff’s Office where he was processed and subsequently turned over to Juvenile Authorities. The juvenile was detained in the Lower Shore Children’s Center in Salisbury.

Location: 6000 block of Arvey Road, Parsonsburg, MD
Suspect: Rebecca A. Bihl, 19, Thurmont, MD

Narrative: On 19 May 2012
at 11:19 PM a deputy from the Wicomico County Sheriff’s Office responded to a reported vehicle in a ditch in the 6000 block of Arvey Road in Parsonsburg. While on scene investigating the accident, the deputy recovered marijuana and a smoking device from the vehicle that he was able to link to a passenger, Rebecca Bihl of Thurmont, MD.

The deputy placed Bihl under arrest and transported her to the Central Booking Unit where she was processed and taken in front of the District Court Commissioner. After an initial appearance, the Commissioner detained Bihl in the Detention Center in lieu of $7,500.00 bond.

Incident: Driving Under the Influence
Date of Incident: 19 May 2012
Location: 6000 block of Arvey Road, Parsonsburg, MD
Suspect: Paul E. Angleberger, 19, Woodsboro, MD

Narrative: On 19 May 2012
at 11:19 PM a deputy from the Wicomico County Sheriff’s Office responded to a reported vehicle in a ditch in the 6000 block of Arvey Road in Parsonsburg. Upon arrival, the deputy identified the driver as Paul Angleberger and detected a strong odor of alcohol coming from the driver. The deputy began to administer sobriety tests which confirmed the deputy’s suspicions that
Angleberger had been operating his vehicle while under the influence of alcohol.

The deputy placed Angleberger under arrest and began processing. During the processing, Angleberger declined an opportunity to take the breath test. The deputy released Angleberger upon the issuance of citations.

In other words, the cop just makes something up to stop you to start with, then decides a cigarette wrapper constitutes criminal activity.

1:11 you truly are an idiot.. you do realize that a press release is an abbreiviated version of a detailed police report right? Would you prefer they send out the 2 paragraphs which it probably took to articulate the suspicion, not to mention the other 2 pages completeing the report? Get off your duff and go request a police report and read it sometime.. It would be good for you to step away from a keyboard.

Obviously you have some issues with the police... been busted with some weed before have ya?

They're all upstanding individuals of the highest moral charachter one could ever hope to find on the face of the earth. And maybe someday they'll make it to the presidents sercret service squad.

Being concerned with organized gangs(police departments) in this country is not being paranoid. Its reality. Police are getting worse and worse.

Maybe you should educate yourself first. And if you are in fact a police officer, realize that your job is to protect and serve not throw as many people in jail as possible. Ruin as many lives as possible. Over something as minute as marijuana. Is it against the law? Yes, but so is J-Walking.

Which would you say is more dangerous? They both happen everyday, yet J-Walking is so much more dangerous.

I never see people get pulled over for j-walking.
