Incident: Driving Under the Influence of Alcohol
Date of Incident: 2 December 2011
Location: Pine Way, Salisbury, MD
Suspect: Christina Lorene Justice, 24, Salisbury, MD
Narrative: On 2 December 2011 at 1:26 AM, a deputy from the Wicomico County Sheriff’s Office responded to a reported single vehicle motor vehicle collision near the intersection of Pine Way and Cross Way. Upon arrival, the deputy discovered that Christina Justice had driven her vehicle into a telephone pole, knocking it over. The deputy also detected a strong odor of alcohol coming from within the vehicle and Justice. Based on the observations of the deputy, roadside field sobriety testing was conducted which led to the arrest of Justice for DUI.
The deputy also discovered that the driver’s license of Justice was also suspended and revoked.
Justice refused to take the breath test.
Justice was released upon the receipt of citations.

Suspect: Eugene Joseph Klemkowski, 19, Pasadena, MD
Narrative: On 3 December 2011 at 2:27 AM, a deputy from the Wicomico County Sheriff’s Office observed a vehicle run driving erratically on Waverly Drive. The deputy stopped the vehicle and identified the operator as Eugene J. Klemkowski of Pasadena, MD. The deputy detected a strong odor of an alcoholic beverage emanating from both Klemkowski and the interior of the vehicle in general. The deputy began roadside field sobriety testing which led to the arrest of Klemkowski for DUI.
The deputy transported Klemkowski to the State Police barrack where a breath sample was obtained. Following completion of the processing, the deputy released Klemkowski on citations.

Suspect: Forrest James Wilson, 19, Allen, MD
Narrative: On 3 December 2011 at 3:27 AM, a deputy from the Wicomico County Sheriff’s Office responded to a reported collision on Loblolly Lane in the area of Druid Hill Avenue. Upon arrival, the deputy discovered that a Nissan pick-up truck that had been operated by Forrest Wilson had crashed into a fence. The deputy observed that Wilson was having trouble standing and had to use his truck to support himself. The deputy also detected a strong odor of alcohol coming from Wilson. The deputy began roadside field sobriety testing which ultimately led to the arrest of Wilson.
Wilson refused to take the breath test upon request and was subsequently released upon the receipt of citations.

Suspect: Christopher Frank Saul, 20. Lancaster, PA
Narrative: On 4 December 2011 at 12:35 AM, a deputy from the Wicomico County Sheriff’s Office stopped a vehicle for erratic driving and speeding in the area of College Avenue and South Division Street. Upon arrest, the deputy detected a strong odor of alcohol coming from the operator identified as Christopher Saul of Lancaster, PA. The deputy administered roadside field sobriety testing which led to the arrest of Saul for DUI.
The deputy transported Saul to the State police Barrack for a breath sample and further processing, after which Saul was released upon the receipt of citations.

Location: Beaglin Park Drive at Middleneck Drive, Salisbury, MD
Suspect: Abdom Niedo Morales, 32, Salisbury, MD
Narrative: On 4 December 2011 at 2:38 AM, a deputy from the Wicomico County Sheriff’s Office stopped a vehicle operated by Abdom Niedo Morales for exceeding the speed limit. Upon making contact with Morales, the deputy detected a strong odor of an alcoholic beverage emanating from within the vehicle. The deputy administered roadside field sobriety testing which led to the arrest of Morales.
The deputy also discovered that Morales was not licensed to drive a vehicle.
The deputy transported Morales to the State Police barrack for a breath sample and further processing. Morales was released upon the receipt of citations.

Incident: Driving Under the Influence of Alcohol
Date of Incident: 4 December 2011
Location: Walston Switch Road, Salisbury, MD
Suspect: Jose Pablo Gamboa, 26, Salisbury, MD
Narrative: On 4 December 2011 at 2: 45 AM, a deputy from the Wicomico County Sheriff’s Office stopped a vehicle operated by Jose Pablo Gamboa for a traffic violation on Walston Switch Road. Upon contacting Gamboa, the deputy detected an extremely strong odor of alcohol emanating from within the vehicle operated by Gamboa. The deputy attempted to administer roadside field sobriety testing, but Gamboa’s response was “I’m drunk, it won’t help me.” Based on the observations of the deputy and Gamboa’s admission, an arrest was done on Gamboa for DUI.
During subsequent processing, Gamboa refused to submit to the breath test. The deputy also discovered that Gamboa’s privilege to drive a vehicle in Maryland had been suspended.
Gamboa was released up the receipt of citations.

Date of Incident: 4 December 2011
Location: Beaglin Park Drive, Salisbury, MD
Suspect: Marc E. Raith, 45, Salisbury, MD
Narrative: On 4 December 2011 at 10:00 PM, a deputy from the Wicomico County Sheriff’s Office responded to a citizen complaint in reference to a reported intoxicated driver on Beaglin Park Drive. The report stated that this vehicle in question was all over the road and had even struck a pole while leaving an
establishment on Beaglin Park Drive. The deputy located the vehicle and witnessed the erratic driving first hand just prior to stopping the vehicle on Beaglin Park Drive in the area of Snow Hill Road. The deputy detected a strong odor of alcohol emanating from within the vehicle that was being operated by Marc Raith. The deputy had to request several times for Raith to exit the vehicle due to Raith’s impression that he had done nothing wrong. The deputy observed that Raith needed to use his vehicle for support while walking to avoid falling over. The deputy attempted to perform field sobriety testing but Raith had problems due to his high level of intoxication. Upon arrest, the deputy had to help hold Raith up as he was escorted to the patrol vehicle. The deputy located an empty bottle of vodka inside Raith’s
vehicle.
Upon arrest, the deputy discovered a small baggie inside the pants pocket of Raith that held what the deputy recognized as crack cocaine.
Raith was transported to Central Booking where he was processed and taken in front of the District Court Commissioner. After an initial appearance, the Commissioner detained Raith in the Detention Center in lieu of $20,000.00 bond.

Christopher Saul should know better. We should not let these idiots from PA drive on our roads and terrorize our women and children.
I live near Halsey Dr. The thought of my poodle Ms. Mimsy being hit by an intoxicated driver like Mr. Saul while out on some reckless drunken joyride gives me the heebie jeebies. I will sleep better at night knowing he is behind bars. His middle name is Frank. My 1st husband was named Frank and he was a no good scoundrel too. Shame on you you hooligan!
All those damn kids are getting me angry. It is enough that they party and leave trash all over the place. It is another thing to endanger not only myself but my kids. I am glad that Saul guy got caught. It is about time that they get one locked up. Maybe send a message that you may go to school here but this is our home.
This Saul guy really needs to get the book dropped on him. Halsey Drive is a heavily populated residential area which he apparently decided to get intoxicated and speed around in. I just thank that policeman for catching him before he could steamroll an innocent victim like little Mimsy or worse, her owner.
It never ceases to amaze me the stupidity of the general population. Sometimes I sit and wonder if I am on a higher level of consciousnesses then some, or if through some bizarre evolutionary snafu I have been given common sense, while others have not. This clown Saul was speeding while drunk in a residential neighborhood. This is such a moronic series of events that I have to wonder how drunk he was. There is no level of intoxication that that should cause a person to act this stupid. He may be in college, how I have no idea, but he is just throwing money away. Money that would be better spent on a good lawyer.
I used to think that Chris Saul was the most dreamy boy in school. But after this decision I think I'll just stick to Edward Cullen because I know he won't leave me disappointed.
I think we should all make our voices heard, and not rest untill Chris Saul is punished to the full extent, and driven right out of Maryland. I don't want that dangerous man to even look at my children. Who knows what else that varmin was on. Could of been all jacked up on painkillers, because there is no one else that is stupid to try and play Need for Speed Salisbury Edition. I can't believe the report said he walked away with a citation. It is the whole O.J. trial over again.
