She must have had them take off before. I don't think this is a bad thing.
I agree 2:48. At least she is controlling them and they aren't running around making all sorts of noise.
How about teaching them NOT to take off. Teach them the right way to act. I know kids can be gone in second but that is what parenting is all about. Teaching them how to behave and act not throwing a leash on them.
