Berlin’s fiscal 2012 budget that will take effect July 1 includes a contingency fund and at least a couple of town residents are wondering whether it ought to be used to increase the salaries of municipal employees by 3 percent. The major and council, meanwhile, with one exception, say the employees have earned it.
The public discussion of the new budget at Monday’s meeting was dominated by the salary increase, which had been approved by the Town Council at its May 9 meeting.
Berlin Mayor Gee Williams, who had introduced the recommendation, explained that 2 percent of the increase was intended to cover the increased costs of the state retirement fund approved in the recent General Assembly, with 1 percent to account for the rise in cost-of-living expenses, to reward employee merit and keep the pay scale competitive.
