That is exactly the point.
Given the population of Salisbury, we are more likely to become a victim than a person in Baltimore.
There is MORE crime per capita in Salisbury than in Baltimore
And all that Salisbury's business leaders could come up with to deter crime during their recent brainstorming session (sponsored by the Chamber of Commerce) was: [drumroll please]
