Child Abuse Arrest

Date & Time:       09/23/2010  @ 1628 Hours    CASE #:  10-0207
Location Occurred: 1924 Unionville Rd, Pocomoke, Worcester County, Maryland    
Crime or Violation:  Second Degree Child Abuse/Second Degree Assault

Victim:  Juvenile 11 yoa

Accused:  Joseph Michael Waters age 30, from  Pocomoke MD

Charges:  Second Degree Child Abuse, Second Degree Assault

Narrative:
  On the above listed date and time, the suspect, Waters, became involved in an argument with his eleven year old son.  Investigation revealed the suspect obtained a two feet long tree limb from a tree, and struck the victim two times over the back, causing injuries to his back.  Statements from witnesses at the scene also led investigators to believe Waters struck his son in the face, causing a black and blue eye.  After an interview was conducted with Waters, he admitted to striking his son with the tree limb but denied his
involvement with the black eye.  Waters was arrested and charged with Second Degree Child Abuse and Second Degree Assault.  He was later taken to the commissioner, where he was released on $15,000 unsecured bond.

I don't think an 11 year old deserves to be hit with a tree limb and hit in the face. I believe in discipline but not to this extent and what about the child, did they still leave him in the home with the nut who hit him?

2:49 and 3:43 if you only knew this family you would believe that all children born to them be put immediately in foster care or up for adoption!

Amen to 4:13!!!! Any child born into this family already has challenges there parents are scaring these children before they even have a chance at being a productive member of society...shame on you Joe Waters! Get your family together!!!!

Am I the only one who grew up with a father that made me get my own switch off of a tree to be spanked with?? And let me tell you something else, if that switch wasn't to dad's standards and he had to get another one himself, I faced HELL with it!! And to this day, I thank him for the discipline. I turned out fine.

Tree limb or switch or log? It's all in the details. I got the switch/belt growing up and rarely made the same poor decisions afterwards. Grew up to be a respectful, educated and productive member of society unlike many of the youth today.

A two foot limb from the tree? Who said that? Is that from the child or from the father?

I was raised the same way as some of the comments above. There were No hostilities in my family when I grew up. It was called discipline and more children could use it today.

He should of not spanked on the back. The child's rear end is sufficient for getting the message across. I learned from my dad's belt and switch, that he meant business.
