Incident: Assault / Disorderly Conduct
Date of Incident: 30 September 2009
Location: 8000 block of Doris Street, Delmar, MD
Suspect: Charles A. Sheppard, 35, Delmar, MD

Narrative: On 30 September 2009
at 5:04 PM, a deputy from the Wicomico County Sheriff’s Office responded to a residence in the 8000 block of Doris Street in Delmar for a reported altercation. Upon arrival, the deputy was greeted by one of the residents, Charles Sheppard, who exited the residence while screaming loudly. The deputy requested that Sheppard calm down and continued to investigate the altercation, locating a female inside the residence who stated that Sheppard had become mad with her and then assaulted her. While the deputy attempted to investigate the incident, Sheppard continued to yell loudly, and many of his statements were laced with profanity. After refusing requests to calm down and observing that Sheppard was creating a disturbance in the neighborhood, the deputy placed Sheppard under arrest.

Sheppard was transported to the Central Booking Unit where he was processed and taken in front of the District Court Commissioner. After an initial appearance, Sheppard was released by the Commissioner on personal recognizance.

Location: 300 block of South Fourth St Delmar, MD
Suspect:
1. Alex Calvo, 25, Delmar, MD
2. Danielle M. Walker, 28, Delmar, MD

Narrative: On 2 October 2009
at 8:36 AM, a deputy from the Wicomico County Sheriff’s Office responded to a residence in the 300 block of S. Fourth Street in Delmar. Upon arrival, the deputy discovered that an altercation had taken place, due to the amount of visible disarray. Upon speaking with both residents, Alex Calvo and Danielle Walker, they both stated that they were involved in an argument that turned physical. Both alleged that they were the victim of an assault by the other, and the deputy observed injuries consistent with those accounts.

Both Calvo and Walker were arrested and transported to the Central Booking Unit where they were processed and taken I front of the District Court Commissioner. After an initial appearance, both were detained in the Detention Center by the Commissioner in lieu of $5,000.00 bond each.

Incident: Possession of Marijuana
Date of Incident: 2 October 2009
Location: Ocean Gateway at Tilghman Rd, Salisbury, MD
Suspect: Christopher B. Foracre, 19, Parsonsburg, MD

Narrative: On 2 October 2009
at 6:11 PM, a deputy from the Wicomico County Sheriff’s Office stopped a vehicle operated by Christopher Foracre for an equipment violation. Upon contacting Foracre and his passenger, they both appeared to be extremely nervous being in the presence of a law enforcement officer. WCSO drug K9 arrived and scanned the vehicle for the presence of the odor of illegal drugs. During that scan the K9 alerted positively to that odor. Based on the alert, the vehicle was searched and the deputy located a baggie containing marijuana. The deputy also located two rolling papers and it appeared as if the deputy had stopped the vehicle while the occupants were in the process of rolling the marijuana into the papers for smoking.

Christopher Foracre claimed sole ownership of the marijuana and he was subsequently placed under arrest. He was transported to the Central Booking Unit where he was processed and taken in front of the District Court Commissioner. After an initial appearance, Foracre was released by the Commissioner on Personal Recognizance.

Incident: Assault First Degree
Date of Incident: 3 October 2009
Location: 700 block of N. Westover Drive, Salisbury, MD
Suspect: Felicia M. Moore, 20, Salisbury, MD

Narrative: On 3 October 2009
at 12:26AM, deputies from the Wicomico County Sheriff’s Office responded to a reported altercation in the street in the 700 block of N. Westover Drive. Upon arrival, the deputies learned that two females were involved in a heated argument when one of them, Felicia Moore, produced a knife and starting swinging it in what was described as a threatening manner while approaching the other female. The deputies located the knife brandished by Moore and subsequently placed her under arrest.

The arresting deputy transported Moore to the Central Booking Unit where she was processed and taken in front of the District Court Commissioner. After an initial appearance, Moore was detained by the Commissioner in the Detention Center in lieu of $30,000.00 bond.

Incident: Assault First Degree
Date of Incident: 3 October 2009
Location: 600 block of East Lincoln Avenue
Suspect: Randall Jason Powell, 20. Salisbury, MD

Narrative: On 3 October 2009
at 9:59 AM, deputies from the Wicomico County Sheriff’s Office responded to a reported altercation inside a residence in the 600 block of East Lincoln Avenue in Salisbury. Upon their arrival, the deputies learned that two roommates were involved in a verbal argument over cigarettes when one of them, Randall Jason Powell retreated to a bedroom and came out brandishing a shotgun. Both the other roommate and witnesses stated that Powell then pointed the shotgun at the roommate while threatening to shoot the roommate. Powell had fled from the residence prior to the arrival of the Sheriff’s deputies.

The investigating deputy obtained a warrant for the arrest of Randall Powell and he was subsequently arrested the following day. Powell was transported to the Central Booking Unit where he was processed and taken in front of the District Court Commissioner. After an initial appearance, Powell was detained by the Commissioner in the Detention Center in lieu of $40,000.00 bond.

Incident: Hit and Run Accident
Date of Incident: 3 October 2009
Location: Allen Cut Off Road at Allen Road, Fruitland, MD
Suspect: unknown

Narrative: On 3 October 2009
at 12:11 AM, a deputy from the WCSO investigated a Hit and Run Accident that occurred on Allen Cut Off Road just south of Fruitland. Investigation revealed a pedestrian was walking on Allen Cut Off Road when the pedestrian was struck by a subject travelling eastbound on Allen Cut Off Road. The pedestrian advised that the motorcyclist temporarily ran off the road before continuing eastbound on Allen Cut Off Road without stopping. The pedestrian was transported to Peninsula Regional Medical Center for injuries suffered in the collision.

Charges: Leaving the Scene of a Accident involving Personal Injury

Location: Glen Avenue at Civic Avenue
Suspect: Unknown

Narrative: On 2 October 2009
at 2:11 PM, a deputy from the Wicomico County Sheriff’s Office investigated a Hit and Run accident that occurred in the intersection of Glenn Avenue at Civic Avenue in Salisbury. Investigation revealed that a subject was attempting to cross Civic Avenue on a bicycle when he was struck by a vehicle. The vehicle that struck the bicyclist continued northbound on Civic Avenue instead of stopping. The bicyclist was transported to PRMC for treatment of injuries.

This investigation is continuing. The injured bicyclist was unable to provide a description of the vehicle that struck him. Anyone who may have information or witnessed this accident is asked to contact the Sheriff’s Office at 410-548-4890 or Crime Solvers at 410-548-1776

the wicomico county sheriff's office, salisbury police, and the fruitland police all ways have a press releases. why don't the delmar police have one as well? we in delmar would like to know two what is going on in our city.
