INCIDENT: Assault Second Degree
DATE: September 15, 2009
LOCATION: Wicomico County Detention Center

NARRATIVE:
In February the Wicomico Bureau of Investigation was requested to conduct an investigation into an assault that had allegedly occurred between an employee and inmate at the Wicomico County Detention Center.

The employee was identified as Thomas Kimball, Chief of Security at the institution, and the victim a 22 yoa w/f.

he findings of the WBI were presented to the Wicomico State’s Attorney for review. The findings were then presented to a Grand Jury in Wicomico County and that jury handed down a criminal indictment for the defendant, Kimball, charging him with second degree assault.

On September 15, 2009 at 0545 hours Kimball was arrested on this indictment without incident.

CHARGES: Assault Second Degree
DISPOSITION: Released on $1,000.00 Preset Bond I

I am happy that the Grand Jury handed down an indictment in this case. However it is very disturbing to know that the Warden of Somerset County Detention Center can abuse over 20 inmates and never be indicted. The Somerset case was not even presented to a grand jury and no resonable explanation has ever been given as to why. Equal justice under the law certainly does not apply in todays world. Am I wrong?

Screw the inmates it's jail. I don't care if they beat the hell out of these dregs of society or not maybe they won't want to go back.

im with anon 8:08 on this one. from what the post said, its not clear if the inmate was causing problems and simply being restrained. inmates seem to not have it tough enough in jail, as the same ones keep going back over and over.

The inmate was assualted simply because she was female and much smaller than the WCDC employee.

There are many individuals who seek positions in detention enviorments because of the power they have over inmates.

Obviously if he assaulted this person and was charged then he must have been wrong. Whether its jail or not you don't do that to people. It wasn't like he was protecting himself. You people should think before you type. What if one day this happened to someone you know or you yourself. What purpose could a man have to assault a woman anyway?

At approximately 3:15 PM on Tuesday September 15, 2009 the Salibury Fire Department was dispatched to WCDC for an "attempted hanging."

Not Again!! Dougie D. what happened this time???

The choice of 3d is coming back to haunt him.
The county really needs to look at the Director. This jail needs a warden. Either one of the Majors would be better than this Administraitor. They have the experience, he does not.

The upper managers at Wicomico County Detention Center are like politicians. They may have lied to their staff. They may have cheated the taxpayers with abundance of lawsuits. They may have mismanaged the facility. They may have covered up a few mishaps. One thing is for sure, they have brought shame and embarrassment to this facility

Since the appointment of the Director, majority of the security staff at this facility is EXTREMELY unhappy. They have left this place of employment over and over again, for whatever reason and for any type of job just for the peace of mind. Some are in the process of leaving this place of employment to go to other facilities. They are seeking respect that they not only deserve but has earn. Meanwhile, some will be left behind for whatever reason to endure the cruelty they may have experience in the past. Some WILL be overworked. Some WILL be stressed to their limit. Most of all, some WILL suffer the disdain and wrath of the three incompetent managers because they know there is absolutely nothing they can do. Due to the facts and the upcoming turmoil, they do not have the faith, trust or respect for management.

Whether the three managers are guilty or not guilty of any mismanagement, in all “Good Faith” Mr. Pollitt; enough is enough. WCDC IS in desperate need of new leaders. It is truly time for you to take a stand. The resignation or termination of these three people is at hand. Whatever decision is made will be remembered.

I hope that an appropiate decision is made for all parties involved. I hope a decision is made real soon. I hope GOD will fill your heart with compassion and your mind with wisdom. But, whatever you decide to do, your soul will have to answer to GOD.

I got picked on in school so I wanted to become s police officer to get the chance to pick on people to make up for what happened to me. But when I took an intelligence and sanity test I scored too low to become a police officer so I became a guard at the detention center with a chip on my shoulder!!!

Stay out of jail and you never have to worry about thses kinds of assults. The average person has no idea what it takes to control the inmate population. As on the streets there are gangs and individuals with weapons. This from a former prison guard.

My nephew is in there, because of being in a car with someone who committed a crime. He was only a teenager, is serving three years.
Gets to spend his formative years in that environment, being demeaned and abused because he's not a hard-a**. Some of the inmates aren't bad people when they go in, just made one bad decision (to get into a car with someone who'd just committed a crime)but come out different people.
Don't judge, and don't throw out the baby with the bath water.

I am from Pr Anne and the judicial system and jail there are crooked. and the warden was related and went to school with some of the people who work in the judicial system in Pr. Anne. They need somebody to go threw that town and brake some of what they are doing to the blacks up because if you ever sit in on a court case and it's black and white you will see the difference. That's why alot of them asked for a jury trial.
