Incident: Possession of a Controlled Dangerous Substance
Date of Incident: 4 June 2009
Location: Main Street at E. Lillian Street, Hebron, MD
Suspect: David A. Cutlip, 42, Salisbury, MD

Narrative: On 4 June 2009 at 11:45 PM, a deputy on patrol was travelling behind a gray Toyota SUV when the deputy observed that the SUV displayed an expired Maryland registration plate. Upon stopping the vehicle, the deputy observed that the operator and lone occupant David Cutlip appeared extremely nervous because of the presence of the deputy. Upon speaking with Cutlip, the deputy discovered that Cutlip’s Maryland driver’s license had been suspended for unpaid child support. A WCSO drug K9 team arrived at the scene in order to scan the vehicle for the presence of the odor of illegal drugs, during which the K9 alerted positively to that odor. That alert led the deputy to search Cutlip’s vehicle, during which the deputy located hypodermic syringes, a burnt spoon, pills in a plastic baggie later identified as Suboxone and a glass pipe that had been used to smoke crack cocaine.


Cutlip was placed under arrest and transported to the Central Booking Unit where he was processed and taken in front of the District Court Commissioner. After an initial appearance, Cutlip was detained by the Commissioner in lieu of $3,000.00 bond.

Incident: Burglary Investigation
Date of Incident: 5 June 2009
Location: 27200 block of Nanticoke Road, Salisbury, MD
Suspect: Pending

Narrative: On 5 June 2009 at 12:26 AM, deputies from the Wicomico County Sheriff’s Office responded to the Country Side Market located in the 27200 block of Nanticoke Road for a reported alarm activation. Upon the arrival of the deputies, they observed that the front glass door had been shattered in what appeared to be an obvious attempt to enter the closed establishment. During their investigation, the deputies determined that no entry was actually made into the store.

Incident: Burglary
Date of Incident: 22 May 2009
Location: 37000 block of Mt Pleasant Road, Willards, MD
Suspect:
1. Michael James Ruark, 19, Berlin, MD
2. Shawn James Lewis, 18, Berlin, MD

Narrative: On 22 May 2009
at 12:12 PM, a deputy investigated a residential burglary that occurred in the 37000 block of Mt Pleasant Road in Willards, MD. During that investigation, it was discovered that the same individuals, Michael J. Ruark and Shawn J. Lewis, both of Berlin, were arrested on 16 May for committing a burglary in the 36200 block of Mt. Pleasant Road. Subsequent to their arrest, the duo was discovered to possess the property stolen in this recent burglary. Further investigation confirmed their culpability in this second burglary which led to additional warrants for their arrest.

Both Ruark and Lewis were arrested on 1 June 2009 and taken to the Central Booking Unit where they were processed and taken in front of the District Court Commissioner. After an initial appearance, Ruark was detained in lieu of $50,000.00 bond while Lewis was detained in lieu of $15,000.00 bond.

Seems like it doesnt it, fella I know said the whites have the chronic, the blacks & hispanics have the dirt weed and the herion and the biggest thing going is pills.
