How Many Bullets Does It Take To Bring One Man Down?

It has been reported that it took 39 rounds of ammunition to bring down Charles A. Williams, 34, of the 27000-block of Log Cabin Road, Salisbury, Md. early this morning. Each weapon holds 13 rounds, times three Officers. It's been reported that each Officer emptied their clip.

It was also reported that someone was at the SPD that same evening claiming this same gentleman was missing. The word on the street is that this man was mentally unstable.


IMHO, while 39 rounds may seem excessive to some, I personally believe Police Officers have to do what they feel is necessary. It's my understanding one of the Officers is a veteran and the other two are newer Officers. I'm a bit puzzled how a 4th Officer that showed up removed the knife from Charles Williams hand? Nevertheless, the homeowner is safe and four Police Officers will live to see another day.


Hopefully this send a message out there loud and clear, you want to screw with Salisbury and break into homes, this could be your final move in life as well.

I am by no means trying to right a criminal's wrongs, but 3 officers unloading said amount of ammunition at one person is a bit extreme. This tells me several possibilities: 1) our officers can't shoot and only a few bullets actually hit the suspect indicating that we need better trained officers, 2) Excessive force and unnecessary actions were used-One or two bullets to the legs would have stopped most. 3) The suspect was truly so aggressive that the officers had to no other choice but to repeatedly fire at the suspect.

While I am glad to forever rid our streets of this criminal, I have a feeling that this is going to pop up for a while. The investigation will continue and the City will probably get sued-all costing the City more money. Unfortunately that are only 3 live witnesses at the point-something seems a little fishy here...

At any rate, i have an extremely close friend of mine that works at SPD, and trust very strongly that they would do whatever they feel is necessary if themselves or a colleague were in danger. I have extremely liberal views, and would prefer to see this man behind bars than six feet under. I feel if they issued tazers as well then this man may still be living for the courts to handle. However, SPD has to work with what they are given and if I were in the same situation I would have unloaded that clip and reload just in case.

The title here is to only catch the eye of the public, to get you to read on and make you think that the police may have acted inappropriately. These officers were put into a situation that was caused by Mr. Williams. They were approached by an armed suspect who had just broken into a house. No one knows yet besides the investigators and those that were directly involved how many shots were fired by each officer. Many times officers have to make the split second decisions and in this case they definitely made the correct one, the victim wasnt harmed and neither were they due to their professionalism and quick assessment of realizing that an immediate threat was at hand and they did what they are trained to do, end the threat. Mr. Williams has caused these officers to have to deal with the fact that they took a life, justly. To the officers at SPD I hope you take comfort in knowing that you handled this situation in the only way possible given the circumstances. Thank you for your devotion to the profession.

they dont use 9mm rounds they use 40 caliber hallow points. yeah i agree that that amount of rounds was a little too much,but when youre life is threatened and you make the decision to use deadly force i dont think youre counting how many rounds youre firing.at that point youre primary goal is to stop your adversary from inflicting serious bodily harm or death to you your partner or a citizen.officers are trained to use the least amount of force to control the situation and stop when its under control and should apply the force in good faith.i hope that the public doesnt make a negative reflection upon these officers for doing their jobs and protecting the public.

Whoa Joe. I understand that you feel justice is served but c'mon. 39 Rounds. That many bullets!? That's like an execution. It doesn't take that many bullets to drop a body. So don't try to pose threat standing behind your bodygaurds the SPD. Tomorrow you'll probably be talking ish about them if they screw up somehow. Get off the bandwagon my friend, walk your own walk. I think only snipers are trained for head shots. If a cop shoots someone in the head it "sends the wrong message".

I am a retired trooper and do not know SPD training policy, but when I was on the job we were taught to fire twice and re-evaluate. the situation. We were also taught to shoot for center mass, not the legs.

4:31, That's probably what happened. Re-evaluation at close range may have happened very quickly and often here.
I remember rabbit hunting with my 2 brothers when I was too young to carry (I was the "dog")when a rabbit got out in front of us between the 2 gunners. I heard 3 shots before the rabbit quit jumping. Turns out, both had emptied simultaneously, and shots from both sides made it look like no hit. Truth is, the "body" was reacting to the lead flying through the body making it jump! 6 shots and nothing to eat! It was a big laugh for a long time!

There are a load of liberal comments here. How about great job officers for saving the life of their fellow officers and the homeowner. 39 rounds excessive force. They were shooting to kill dumbass....how much more excessive can you get! Thank you Salisbury City Officers for all you do. Now maybe people will realize they deserve alot more pay then they get.

as far as I know a glock .45 holds 10 rounds, I doubt they reloaded and fired more rounds.

Everyone keeps saying that 39 rounds or whichever it may be is excessive. This is REAL life and not the movies where a person is shot and they fly back 6 feet. In real life when someone is shot they keep attacking unless it is a debilitating shot which is something difficult to do under the stress of the situation. Furthermore, I think someone mentioned the Officers could have shot the suspect in the legs? Are you kidding me? Deadly force is just that. Shoot to kill. Officers are trained to shoot center mass which means right in the middle of the chest. Okay. I've said what I wanted to say and I feel better.

Also, to clear something up. SPD carries what I used to carry on duty(now retired). Glock 21's which are 45 cal. weapons. LE magazines for this weapon hold 13 rounds.

Here's the deal. This guy had broken into the home. Had he not been interrupted by these fine officers, the woman in this house would likely have suffered incredible injuries at best. This guy was 1096. He had been hearing "voices" in his head for days. This kind of person is not likely to let fear change his motivation. He was like a wild animal. If any of you have ever hunted deer, you know that a heart shot often does not drop an animal instantly. In fact, if you get out of your tree immediately after firing the shot and chase the deer it can run for hundreds of yards - with no heart. This guy was warned several times to drop his knife and failed to comply. He then made the fatal mistake of screaming and running toward the officers with the knife. The city officers carry Glocks in .45 ACP (Automatic Colt Pistol). An outstanding combination for defense/combat. They did what they were trained to do - "shoot the center mass of the target presented to neutralize the threat". Police officers don't shoot at the legs, they don't shoot at arms.

What do you nay sayers want? Do you want a repeat of the Pittsburgh officers killed in the line of duty? How about Oakland?

Once deadly force is justified, it doesn't matter if you shoot someone once with a firearm or drive an M1A1 Abrams up his arse. Dead is dead! Threat is neutralized! Think of the savings in court costs alone.

MY PRAISES TO THOSE FINE OFFICERS!! I do not believe, that anyone would shoot off 3 full rounds into one human. Everyone needs to take into consideration, that maybe he ran at them, and a moving target, like when you are hunting, is difficult to hit. These officers are taught to hit center mass, and no I am not an officer, but I have friends that are, and have been curious and asked them what they where taught to do. This is one last person, that can harm us, and our children. I am terriably sorry for the loss to that family, but it would have been even more tragic, had something happened to those officers. Those officers have families, and put there lives on the line regardless to how many children they have, wives, etc. They did what they had to do to protect the streets for everyone.MAY GOD BE WITH THESE OFFICERS, AND THERE FAMILIES, THROUGH THIS TRYING TIME. Everyone needs to just wait, and stop making assumptions on what did happen. Everyone knows the saying on assuming, right? to assume makes an ass out of u and me. That "shoot twice, stop and evaluate" is nonsense. It's a good way to get killed. You're not administering CPR. But coming from an agency that requires a trooper never leave his vehicle without his Stetson on is par for the course. At least they look good.

As was written, police officers are trained to shoot at center mass, meaning the stomach and chest area. Why? It's the largest mass on the body, meaning an officer is more likely to hit his target. If you've never been involved in a shooting, your asshole isn't the only thing that puckers on you. Your heart beats faster, a lot faster. Your blood pressure goes up. Your breathing increases. Your vision becomes tunnel like. If you add darkness, rain, wind, cold, snow into the equation, along with a moving target, the chances of hitting this threat decrease exponentially. If it turns out to be true these officers did shoot a total of 39 times, I would bet an overwhelming majority of those rounds didn't hit their intended target. And after the shooting if you were to quiz each officer how many rounds he fired, he'd have absolutely no idea. Also the major body organs are located in this region of the body. If an officer feels his life or the life of another is in imminent danger, he has the authority to take the life of the person presenting the threat to life. If an officer fires his weapon, he's trained to kill, not to wound. Officers aren't trained to shoot guns out of hands; shoot shoulders, or shoot at thighs. If a suspect is shot any where other than center mass, it was by accident. Officers also aren't trained for target shooting. Most police shootings occur within three feet and are over in under ten seconds, so police shootings are done with combat shooting or natural point, meaning there is no staring down the barrel of the gun to sight your target. An officer is taught to keep shooting until the threat is down. That means you keep firing until the threat is no longer on his feet, but on the ground. And even then you approach the suspect, even when he's down, as if he's still a threat. Although the story didn’t indicate why the fourth officer removed the knife, I can only assume this officer removed the knife from the fallen suspect to further reduce/remove the threat. That should be per his/her training protocol. Most agencies, including the one I retired from, train their officers to handcuff the downed suspect even if it appears he/she is deceased. I'm not a doctor. I'll check for signs of life after I know for certain the threat has been neutralized.

You folks that critique police officers whose only experience or expertise with law enforcement was watching Starsky and Hutch or Dirty Harry movies have no idea.

Kudos to SPD!!!! He got just what he asked for by not dropping the knife. Someone said he was hearing voices...where did this info come from? If it was from his oh-so loving family, why didnt they get him help? How do we know those voices werent telling him to slaughter up that defenseless woman? I say defenseless cause if it were my house, I would have had my way with him before SPD could get here in 2 minutes. Could have just called 911 and asked for a body bag! Anyway, thanks for saving MY tax dollars to keep him for the next several years.

9:04 Troopers themselves think the hat policy is idiotic. Actually, I passed everything and was with the state police before I saw the light. I actually was on the job when you had to be 5' 10' or taller, not the munchkins they allow now. Finished the career with a major metropolitan agency where we actually did criminal work and interacted with lots of real bad men. In most urban counties, an agreement exists with the state police requiring them to patrol the interstate, while the county forces handle the county's criminal work.

Mentally disturbed people are allowed to get slapped on the wrist for something like this. Its not fair. Mentally disturbed people kidnap,molest,and murder children, we see it almost daily. This gentlemen mand the decision to cross the line, and we won't be reading about MR. Williams doing that to one of our or your children in this area. If he was mentally disturbed, he would be able to do whatever he wanted, and thats just not right. My childs life is more important than that. He made the decision to break in the house, and at that point, he took his life into his own hands.

7:10 Navy Seals are trained snipers. They have sniper rifles. In the case of the pirates, their tripods were probably gyro-balanced and equipped with night vision scopes. The had no one advancing on them armed and in a menacing fashion. I now hope you understand the stark differences between the two situations.

I bet those cops thought they only fired a couple of rounds. Hell I bet they have no idea how many rounds were fired. That is a very HIGH stress situation, probably more stress that anyone other than the soldiers have felt.

One criminal POS in prison for 10 years= $300,000.00 + medical expenses and medication because he was "mentally ill" + special attention due to his condition = a heck of a lot of money to the tax payers.

one dead criminal + the ammo + investigation + and heck we will even barry him = $6,020.00

Just suggesting more handgun training for the officers own protection, not trying to bust the policemen's chops. Read my lips "I'm glad the guy is dead."

That many shots could end up being a liability if a greedy lawyer tries to take it to court for excessive force and make that many shots an issue.

I have a relative that is a firearms instructor for the state police. Even Lee Harvey Oswald was an expert marksman in the military.

I'd feel better knowing all 30-some shots hit him every one, it's the strays I worry about.

I wonder if you would entertain "Debate Free Threads" on a subject such as this? Just a thought, because people tend to talk about crap they have no idea about. The police are out there every day arresting crininals responding to calls for service for lost children or calls for service for elderly, or calls for service unattended deaths, or calls for service for fatal accidents, or calls for service because a 32 year old mom can't control her 5 year old child, or calls for service reference domestic violence where hubby and wife just disagree on what salad dressing to use, or calls for service because joe (not you Albero) the dirt bag got robbed for twenty dollars while trying to buy crack, or calls for service for the prostitute that got her arse wooped while turning a trick, or calls for service to help the person that just assaulted them the day before, or calls for service to back up a fellow LE that is being assaulted/shot at etc. etc., or calls for service to find a missing explioted shild, jesus I can go on and on and on. I just don't feel that it is fair to the parties involved that everyone throws in their 2 pennies worth, when most of these bloggers have no idea what they are talking about. I know freedom of spech bla bla bla bla bla. But who is it that protects those freedoms? I just wonder what would happen to all these people if they were confronted with simular situations. God bless the LE's and their families who also have to put up with the stress of the job as well. Just a thought Joe, debate free would be a good idea. I bet these bloggers would not have the balls to confront the police about their actions and if it was their families that weree the victim of these crimes they would be praising the police. The whole reason why this Blog has grown so much is because people can finally say their peace. Remember, there are some cops that don't belong being cops at all. We have seen it far too much right here in the Salisbury area over the past 2 years.

The day I choose to do so is the day this Blog name will change to Joe's Diary. Don't sit around waiting for that to happen though.

I understand your stance completely, I really do. But some stories just do not need to be debated, IMHO. I am just voicing my opinion because it enfuriates me when I read some of these posts. I know I have the right not to read them. It just causes additional undue stress on those involved. Some of these bloggers have what I call "internet balls" meaning they can hide behind the keyboard but wouldn't have the you know whats to say it in front of certain people. You are also correct when you say their are some on the job that don't belong. that goes for any profession, some squeek through. Theor are some LE's that go through their carreer and don't do a darn thing but enough to get by. But when a man or woman does what he/she has to do to go home at night he/she should not have to hear the BS that people that have no clue what they are saying or doing. Anyway, I gues I shouldn't open the comments tab on subjects like this but I did.

Good job SPD I now have more respect for you than I did before. In this day and age with all of these bleeding heart liberals, almost everything we do is not politically correct. I am in your shoes and put my life on the line everyday at work. These ignorant people that put you down for responding to a real threat have no idea what it is like. They are not threatened by buying customers
or the papers they shuffle everyday.
The thing I am most impressed with is that you got there in two minutes great response time. Usually the deed has already been done when you get there due to poor response time. I also know that that is due to understaffing
and not enough officers on shift.
Also the average person has no idea what they would do in that situation because they have never been there. It is a frightening thing to be threatened in a life and death situation. You have to fall back on your training and it is game on because your life is on the line. I commend you on your action when you had to make a split
second decision. And the best thing is you got to go home to your family unharmed and that is the thing we want to do everyday.
We want to leave work the same way we came in, that being unharmed and in one piece. If these liberals idiots think they could have shot the knife out of his hand in a split second they should join a wild west show. Most officers are not expert marksmen and very rarely have to fire their weapon the only practice they get is shooting at targets that don't shoot back. Get real people don't give these officers a hard time for doing a good job and doing what they have been trained to do.
They were perfectly in the right to shoot an armed suspect coming at them and trying to kill them. As far as the number of shots we don't know because we were not there. But I can tell you from experience if the suspect was on PCP or something he could be shot several times and still be coming at you. They are like superman and it seems to have little effect on them. Good job officers of the SPD
you have lived to work another day.

Whats sad is that he did not need to die this way, and I know inside info. on this. One man without a knife or gun could take this man down and your gonna tell me 3 cops had unload like that to get him down wow. That tells me alot about you and whoever finds this ok. Crime does need to be prevented but not in this fashion. You talk about cops and homeowner was safe, yes thank the lord for that but if cops had done their job properly an unstable man may be alive getting his due in court rehabilitating himself and maybe turning his life around think about that haven't we all made mistakes.

I recently was appaulled by a comment from "salisbury's finest", during a domestic assualt the young Salisbury Officer made a comment "he's bigger than me". Okay, do your job Mr. Officer of the Law. I sure hope he wasn't one of the three that responded to this incident and murdered this man.

Find a tree to hug. What is it you do for a living? Please, do tell. I'm sure we can find better ways for you to do your job. It seems everyone is an expert. Tell you what, to prove your point, I'll come at you and two friends of yours with a knife, and we'll see if all three of you come out unscathed. I guess you think that the police' job is to sacrafice their lives for the sake of the criminal, it's not. That man CHOSE to break into an innocent person's home IN THE MIDDLE OF THE NIGHT, he CHOSE to arm himself with A KNIFE, and he CHOSE to challenge the officers who ordered him to put it down. Officers are not trained to use "equal force". they are allowed to use enough force to overcome what is being used against them, in this case a knife. The officers did not choose to fire, they were forced to based on the criminals actions. The officers did not have a choice, HE DID! I don't understand how anyone can stand behind someone who breaks into someones home in the middle of the night, armed with a knife and force law enforcement to shoot him. If this person meant no harm to anyone, WHY DID HE HAVE A KNIFE?! If you want to rehabilitate these criminals, why don't you round them up, take a walk through church st at night, bring them home with you and open up your home to these criminals and lets see how that works for ya! I'll keep this clean even though Joe's New Years resolution has been broken a hundred times over, but I think you know what you can do.
