You have just told your puppets on (what is called) the city council that you need to increase water and sewer rates by 50%. You're up for re-election in a year. Either you'll run or one of your primary partners-in-crime will.
Then ... You receive a letter from a nationally recognized firm that they would like to talk to you about managing that new WWTP. They think that they can save the ratepayers of your city some of their hard earned coin. They can handle the overall management of the plant as well as the day to day operation and maintenance of that facility.
What do you do? Well, if you're Salisbury Mayor Barrie Tilghman you evidently ignore them.

GA, the ONLY way we're going to get this answer is if Jim Ireton is elected. He will be able to instantly say, the previous administration mislead all of you, OR the WWTP will cost "X" amount to fix.
However, if Comegys is elected we may never know the truth to not only this but many other questions as well.
I think it's pretty clear, Ireton is the only way we're going to get things straight around here.
My sister, brother-in-law, and a friend worked for Severn Trent for years, both here, in Australia and in Europe. My sister is now with another conglomerate that operates electrical utilities for municipalities. I just put in a call to her to find out about the reputation of Severn Trent and their associated costs of operating a WWTP, to see if I can find any reason WHY this administration would turn down help and management from such an experienced group. My sister told me that Severn Trent is a highly respected company world-wide. When they first came to the U.S. market they led the industry with their promotion of an ultra-violet process for breaking down wastes. She said it was one of the most effective treatments at that time. She said they're not cheap and they have very strict oversight of their jobs, employees, and expenses. There's no hiding anything or being sloppy. So overall, this is one of the top companies to handle wastewater treatment plants. Even if this administration wanted to "save money" by having Public Works operate the WWTP, I would think Severn Trent coming in to operate initially and train our people would have put us in a better position than the one we're now in.

I think it is pretty obvious that the Mayor and her conspirators (Pick,Dunn,Comegys etc.) knew full well that the WWTP was incapable of handling current use, much less any additional. This was kept hush hush in order to give water and sewer to her developer backers like Ruark Kinnamon, Rinnier and the Western Shore crrooks. If the truth was out 2 years ago these guys wouldn't have been able to get their way.
