That's good news or bad news depending on how you look at it. He was
reappointed to that Board by the City Council, pursuant to nomination by Barrie
Tilghman, on September 25, 2006 -- the vote was 4 (Dunn, Comegys, Cathcart &
Shields) to 1 (Campbell). Here's the minute from that meeting:
Mrs. Cathcart moved and Mrs. Shields seconded to approve the Consent Agenda.
City Clerk Brenda Colegrove presented the following items:
1. Resolution No. 1441 - reappointments of Christopher Nunzio and John Presburg
to the Traffic and Safety Advisory Committee for a term ending July 2008.
2. Resolution No. 1442 - reappointment of Richard Insley to the Housing Board
of Adjustments and Appeals for a term ending April 2010.
3. Resolution No. 1443 - reappointments of William Ahtes and Carol Wright to
the Central City District Commission for a term ending September 2008.
Following a discussion concerning Mr. Insley’s reappointment to the Housing
Board of Adjustments and Appeals, Mrs. Campbell moved to postpone Resolution
No. 1442 for discussion at a work session. The motion died for lack of a
second. The Consent Agenda passed on a 4-1 vote with Mrs. Campbell voting nay.
If Comegys becomes our next mayor, Insley's reappointment for another term on
the Board is guaranteed.

You forgot the ruckus when Ms. Campbell called on a City Resident/Attorney to voice concerns about the conflict of interest for Insley being named and being the second landlord on the Board. As usual, the Mayor and Council did what they wanted, against the interests of the Citizens of the City of Salisbury.
The Insley issue is enough for ALL residents of Camden and Clairmont to vote against Comegys. You people are nuts if you give Insely another term, and that is exactly what will happen if Cemogys gets elected.
It'w winter, so Mr. Insley probably is in Florida for his annual 3-month soujourn -- remember how the Housing Board could not heard the Salisbury Mall matter a couple years ago because of his absense.
Both Bubba Comegys and Shameless Shields voted to reappoint him to that body -- after Barrie asked them to do so.
I wonder how many women that Richard Insley has sexually harrassed lately and then threatened them if they say anything? Hmmmm.

A friend of mine used to work for Insley and she had to leave because he kept groping her. He has a long history of sexually harassing women, but many of them are afraid to come forward.
Richard Insley is the scum of the earth, look how many times he is listed in the Maryland Case Search. Two hundred and Fifty four items listed and 11 pages in Wicomico County alone.
