Other than the fact that the helmet is strapped to the back? It really doesn't look like it would fit anyway.

Helmets are not necessary on scooters, only on motorcycles.

The City Police have a direct connection to the States current definition of scooter/moped/motorcycle. I don't like the laws but till they change they are followed. If this rider, who I am sure, like others, got financed quicker than common sense allows, hits me then he has no insurance. That's the law for now. He needs to go back to the shop and get the matching t-shirt that is offered.

um...let me guess...the scooter is stolen, yep, that's it.
