UNICEF: Teen AIDS deaths tripled since 2000
The UNICEF study found that 26 adolescents are infected every hour, and only one in 10 adolescents in sub-Saharan Africa is tested for HIV.
Girls in the region are disproportionately affected, accounting for 7 of 10 new infections among 15-19 year-olds, the study found.
"It is critical that young people who are HIV-positive have access to treatment, care and support," Craig McClure, head of UNICEF's global HIV/AIDS programs, said at a conference in Johannesburg, South Africa, where the report was released.

End Of Medicare Bonuses Will Cut Pay To Primary Care Doctors
Many primary care practitioners will be a little poorer next year because of the expiration of a health law program that has been paying them a 10 percent bonus for caring for Medicare patients. Some say the loss may trickle down to the patients, who could have a harder time finding a doctor or have to wait longer for appointments. But others say the program has had little impact on their practices, if they were aware of it at all.
The incentive program began in 2011 and was designed to address disparities in Medicare reimbursements between primary care physicians and specialists. It distributed $664 million in bonuses in 2012, the most recent year that figures are available, to roughly 170,000 primary care practitioners, awarding each an average of $3,938, according to a 2014 report by the Medicare Payment Advisory Commission.
Although that may sound like a small adjustment, it can be important to a primary care practice, says Dr. Wanda Filer, president of the American Academy of Family Physicians. "It's not so much about the salary as it's about the practice expense," she explains. Mayor Had ‘Detailed List of Paris Terrorists’ 1 Month Prior to Attacks
As the aftermath of the Paris tragedy unfolds, it has come to light that Belgian authorities were given a detailed list of suspected terrorists – including the mastermind of the attacks – a month before the atrocity took place.
However, the mayor of the Molenbeek district of Brussels, notorious for harboring jihadists, believes it was not her responsibility to follow up on the information, according to a report by the New York Times.
“What was I supposed to do about them? It is not my job to track possible terrorists,” Francoise Schepmans said in an interview with the paper, adding that these things are “the responsibility of the federal police.”
It is alleged that the mayor had the addresses and names of over 80 suspected militants. The list was based on information from Belgium’s security services, and included both the mastermind of the operation, Abdelhamid Abaaoud, and the two brothers, Salah and Brahim Abdeslam, who participated in the November 13 attacks.
Abaaoud was a Molenbeek resident who had left to fight alongside Islamic State (IS/ISIS, formerly ISIL) in the Syrian jihad in early 2014. He was killed in a police raid in Saint-Denis last week, after taking the lives of 130 people in the Paris attacks.

The Obama administration is threatening to roll back more than 30 years of policy that has allowed government watchdogs access to records in order to conduct internal investigations, The New York Times reports.
"It’s the complete evisceration of the concept. You might as well fold them down, Paul Light, a New York University professor who has studied the system told the Times. "They’ve become de-fanged."
At least two government investigations have either been slowed or shut down because the White House has withheld records, the Times reports.
“This is by far the most aggressive assault on the inspector general concept since the beginning,” said Light, and Peace Corps inspector general Kathy Buller said it "runs against transparency."
The new rules come from a dispute within the Justice Department after its former inspector general, Glenn Fine, gave a series of reports on FBI abuses. After that, FBI attorneys said that he could no longer have access to their confidential records.

White House Thanksgiving Fence Jumper Is a ‘Young American That Wanted to Deliver a Message of Change’: Attorney
Joseph Caputo, 22, of Stamford, Connecticut, was carrying a binder with “a rewritten Constitution” when he scaled the fence on Thursday, prompting a lockdown while President Barack Obama celebrated Thanksgiving with his family, attorney Stephan Seeger said. Caputo was the first person to jump over the White House fence since the Secret Service installed additional metal spikes earlier this year in response to a series of security breaches.
Seeger said his client was different from previous fence jumpers, including a man who was armed with a knife and got deep inside the executive mansion before being arrested.

NAACP Seeks to Block 2016 Voter ID Requirement
The NAACP and others challenging changes to North Carolina’s election law overhaul in 2013 are seeking to block the photo ID requirement for the March primaries.
The challengers filed a request in federal court on Tuesday seeking a preliminary injunction that would keep the current law in place until their legal challenge can be fully heard.
Attorneys for the state lawmakers standing behind the ID requirement have voiced opposition to the NAACP request. In court documents filed earlier this month, attorneys for the state said they think the legal challenge can be heard and decided before the March primaries.
When lawmakers added the requirement that voters have photo IDs by 2016 to vote, they contended that the measure was necessary to prevent voter fraud.
Few voter fraud cases have been brought and prosecuted in North Carolina and elsewhere in the United States.
Challengers contend the requirement is meant to “suppress” the minority and young vote. They argue that North Carolina’s list of acceptable IDs, which excludes college and university student ID cards, is the most restrictive in the country.
In August, a federal court struck down a Texas law requiring voters to show authorized identification before casting ballots, saying the measure violated the U.S. Voting Rights Act through its “discriminatory effects.”
North Carolina lawmakers amended the state requirement shortly before that ruling and added a provision that gives voters who can show they were unable to obtain an ID a chance to cast a provisional ballot.

Ehrlich Says Nation Is At A Turning Point
Appearing on Maryland's News This Week, Ehrlich says the Republican Party is at a "turning point" as many Republicans are supporting Donald Trump, because of his views on tightening immigration laws, moving away from the policies of the Obama Administration.
He says the Democrats are moving towards a more liberal progressive agenda.

Troopers Investigate Serious Crash Involving Fleeing Vehicle
Millsboro-The Delaware State Police Collision Reconstruction Unit is investigating a serious crash involving a vehicle which fled from a Delaware State Trooper and collided with a second vehicle in the intersection of Lawson road and Hollyville road, near Millsboro this afternoon.
Preliminary investigation has determined that the incident began on Sunday, November 29, 2015 at approximately 3:03 p.m. as a Delaware State Trooper observed 1995 Oldmobile Cutlass Ciera on John J. Williams (SR 24) fail to stop at a stop sign at the Layton Davis road and SR 24 intersection. The Trooper observed the vehicle driving erratically and also believed the driver to be impaired. The Trooper activated all of his emergency equipment in an attempt to follow the fleeing vehicle. The driver, later identified as Keiyanda M. Hopkins, 32 of Millsboro, failed to follow the commands and continued to flee. The Oldsmobile Cutlass Ciera continued to travel recklessly on Streets road, Cordrey road, Maryland Camp road, Townsend road, Mount Joy road and then right onto Lawson road traveling at high rates of speed approaching the Hollyville road intersection and failed to stop at that stop sign. It was at this intersection of Lawson Road (CR 296) and Hollyville (CR 305), Hopkins failed to stop for the posted stop sign and entered into the the path of a 2012 Mazda MZ3 operated by Matthew D. Revel, 26 of Millsboro. Revel attempted to swerve left to avoid striking the Cutlass Ciera and collided into the vehicle’s left front end with his right front end. Both vehicles were forced northwest direction and stopped south of the intersection in the roadway.

Upon making contact with Mr. Henkel, it was learned that he was driving on a suspended out of state drivers license and was wanted through the State of Michigan for failing to appear for a court date for a possession of Marijuana charge.
During the stop, Mr. Henkel was asked to step from the vehicle and upon speaking with him, the deputies could smell the odor of Marijuana on his person.
During a search of the vehicle and Mr. Henkel’s person, a small amount of Marijuana and Cocaine were located along with numerous items of paraphernalia associated with the use of the narcotics.
Mr. Henkel was taken into custody and was released on an unsecured bond by the District Court Commissioner.It was also determined that warrant out of Michigan was not able to be served in Maryland.

Troopers Investigate Fatal Motor Vehicle Crash- Bear
Bear, DE - The Delaware State Police Collision Reconstruction Unit is currently investigating a two vehicle crash which occurred this morning in Bear and has claimed the life of one person.
The preliminary investigation has determined that the crash occurred this morning, Sunday, November 29, 2015, at approximately 10:15 a.m., as a male, 20 of Brooklyn, NY was operating a 2003 Ford Explorer and was traveling southbound on Korean War Veterans Memorial Highway (SR 1) south of Red Lion Road. A 2006 GMC Yukon, operated by a female, 31 of Smyrna, was traveling on SR 1 southbound in the right lane ahead of the Ford Explorer. As the Ford Explorer passed to the left of the GMC Yukon it lost control and the right side of the vehicle struck the left side of the Yukon. Both vehicles continued to travel in a southwest direction and struck the guardrail. The Ford Explorer traveled through the guardrail and down an embankment where it came to rest on its driver’s side. The GMC Yukon struck the guardrail and rolled over it and continued down an embankment where it came to rest on its roof.
The operator of the Ford Explorer was properly restrained and the three additional occupants in the vehicle were not properly restrained. The victim, a rear seat passenger, was pronounced deceased at the scene. The driver and two other occupants were removed from the scene by Emergency Medical Services and transported to Christiana Hospital Trauma Center with non-life threatening injuries. Speed and aggressive driving on the part of the operator in the Ford Explorer appear to be factors in this collision. All names are being withheld at this time pending notification of next of kin.
The operator of the GMC Yukon was properly restrained and was transported by Emergency Medical Services to the Christiana Hospital Trauma Center where she was treated and released. The operator’s nine month old daughter, properly restrained in a child restraint seat, was removed from the scene by Emergency Medical Services and transported to the Christiana Hospital Trauma Center for observation and was later released.
Drugs and alcohol do not appear to be a factor in the collision.
The southbound lanes of SR 1 were restricted to one lane for approximately three hours while the collision was investigated and cleared.
This crash remains under investigation by the Delaware State Police Collision Reconstruction Unit and charges are pending at this time.

The victim, a rear seat passenger, was pronounced deceased at the scene. The driver and two other occupants were removed from the scene by Emergency Medical Services and transported to Christiana Hospital Trauma Center with non-life threatening injuries. Speed and aggressive driving on the part of the operator in the Ford Explorer appear to be factors in this collision. All names are being withheld at this time pending notification of next of kin.
The operator of the GMC Yukon was properly restrained and was transported by Emergency Medical Services to the Christiana Hospital Trauma Center where she was treated and released. The operator’s nine month old daughter, properly restrained in a child restraint seat, was removed from the scene by Emergency Medical Services and transported to the Christiana Hospital Trauma Center for observation and was later released.
Drugs and alcohol do not appear to be a factor in the collision.
The southbound lanes of SR 1 were restricted to one lane for approximately three hours while the collision was investigated and cleared.
This crash remains under investigation by the Delaware State Police Collision Reconstruction Unit and charges are pending at this time.
Ahmed Mohamed seeking $15 million in damages
Both letters claim that Mohamed's civil rights were violated, and he and his family have suffered physical and mental anguish because of the ordeal.
The letters claim Ahmed was singled out "because of his race, national origin, and religion."
"Ahmed never threatened anyone, never caused harm to anyone, and never intended to," read the letter to the city. "The only one who was hurt that day was Ahmed, and the damages he suffered were not because of oversight or incompetence. Ocean Pines resident Amanda Lanier says she decided to visit a new doctor last week in order to get her 13-year-old daughter the Meningitis vaccination because, based on her insurance, she would’ve had to pay more than $200 out of pocket at her primary care physician’s practice.
So, she went to Atlantic General Primary Care in West Ocean City and met with a female doctor.
“She was nice at first, and tried to calm my daughter down because she is not a fan at all of going to the doctor’s office,” said Lanier, “and she is even less of a fan of shots.”
Yet, Lanier says that when the conversation steered toward teen issues, things quickly went south.
“She said to my daughter, I want to talk to you about things kids are doing at your age,” said Lanier. “She went on to tell her about drugs, and then she started asking her if kids were doing dares in her school.”

DC To Honor Crack Smoking Ex-Mayor With Statue and School
A commission brought together by Mayor Muriel Bowser culled a list of 30 suggestions on how to commemorate Barry, a longtime D.C. politician who gained wide noteriety after he was caught smoking crack in a hotel room, down to just four.
Those ideas, according to Bowser, reflect the areas where Barry had the largest impact on the city — youth, education, community and government.
So to honor Barry, the city plans to erect a statue in front of City Hall, rename a road in his honor, rename Frank W. Ballou Senior High School in Ward 8 where Barry served as a council member and name the new student center at the University of the District of Columbia after Barry.

Can police stop people for cursing?
The arrest of Brandon Dennis, recorded by a bystander, did not happen because he's wanted for a crime. What happened that day in September in the Pasadena area of Anne Arundel County all started because of the "F" word that an Anne Arundel County police officer heard as he drove by Dennis' house.
"Me and my friends was in the driveway, and he was on the wrong side of the road, and I am like, he's looking hard, like, 'What's is the problem?' Like, he must thought I said 'F' him. I was talking to my friends, actually, and he thought I was talking to him and I wasn't."
The officer, on his way home at the end of his shift, chose to stop his car. In his charging document, he wrote, "I turned the vehicle around and approached Dennis. I asked him what he said."
The "F" word flew again.

Funeral business thrives as Baltimore's homicide rates soar
But there is something most of people may not think about: Each number represents a person who has to be properly buried. Some local funeral homes are working hard to keep up with the pace.
It isn't an across-the-board problem. Many of the larger funeral homes are not seeing an increase, but some of the smaller community-based ones say the pace has been exhausting.
Baltimore's homicide rate has skyrocketed in the months since the April riots to levels not seen in decades. John Williams, who owns a funeral home in Park Heights knows that all too well.

Maryland Gov. Larry Hogan rejects pressure to welcome Syrian refugees
Abo Omar, 27, and Yahya Sharaeebi, 47, Syrian refugees who live in Baltimore, joined dozens of demonstrators Monday in Annapolis to urge Hogan (R) to change his position.
Omar, who resettled just four days ago, invited the governor to meet with his family to see a “true picture of the Syrian people as peaceful.”
Hours later, Christian and Jewish faith leaders delivered a petition to the governor’s State House office calling on him to welcome refugees. They said they had gathered signatures from about 100 other faith leaders in the state.

A Turkish F-16 fighter jet shot down a Russian war plane near the border with Syria Tuesday in an incident that raises the possibility of conflict between Moscow and NATO.
A U.S. official confirmed to Fox News that the Russian Sukhoi-24 was downed by an air-to-air missile near the town of Hatay, north of the port city of Latakia. The official said the aircraft's two pilots ejected from the plane and were last seen trying to evade capture.
The official added that the Russian jet was warned three times to depart Turkish airspace.
A statement from Prime Minister Ahmet Davutoglu's office said the Turkish leader spoke with Turkey's military chief and foreign ministry about the incident. It said Davutoglu would start "initiatives" within NATO and the United Nations.

Current information suggests that ISIL, Al Qaeda, Boko Haram and other terrorist groups are planning attacks in multiple regions.
These attacks may employ a wide variety of tactics, using conventional and non-conventional weapons and targeting both official and private interests. This Travel Alert expires on February 24, 2016.
Additionally, there is a continuing threat from unaffiliated persons planning attacks inspired by major terrorist organizations but conducted on an individual basis. I would suggest that your readers avoid planning events at their second location in Princess Anne, as they vacated their Ocean City location unexpectedly and without notice. Reservations for events such as Thanksgiving dinner, New Year's Eve, And individual social club meetings and weddings/events were voided and cancelled without notice. Obama administration writes to Gov. Hogan on Syrian refugees
"We want to emphasize that no one has a right to be resettled in the United States as a refuge," according to the five-page letter, which was obtained Saturday by The Baltimore Sun. "If the expert screener fails to be satisfied…the applicant will not be resettled in the United States."
The letter, the latest effort by the Obama administration to ease concerns about Syrian refugees following the Nov. 13 attacks in Paris, was signed by Secretary of State John Kerry and Secretary of Homeland Security Jeh Johnson. It was dated Friday.

Montgomery County Delegate Kirill Reznik, who was brought to this country as 4-year-old child by his parents, older brother and one of his grandparents, says the governor has not explained what is wrong with the federal government's current screening process for refugees.

Montgomery County decided to close schools on an important Muslim holiday, Eid al-Adha, starting next year. The Frederick County school system is in the final stages of setting the school calendar without recognizing that holiday, or another major day for Muslims, Eid al-Fitr.
Eid al-Adha occurs during the lunar month that includes the hajj pilgrimage to Mecca. Eid al-Fitr is the first day of the month after Ramadan’s month of fasting, and it is of particular importance, said Dr. Syed Haque, president of the Frederick County Muslim Council.

On 11/23/2015 at 0106 hrs, TFC Marshall was conducting traffic enforcement on Rt 113 @ Nock Landing Rd. At that time, he observed a vehicle that appeared to be traveling above the posted speed limit of 45 mph. After obtaining a digital reading of 58 mph in the 45 zone he initiated a traffic stop on a gray Chrysler passenger bearing MD registration. Upon making contact with the driver, Marshall observed several criminal indicators at which time a K9 scan was completed with a positive alert. Marshall subsequently performed a search of the vehicle. During the search, he located a chrome plated .380 Davis Industries handgun. The handgun had a loaded magazine containing 5 cartridges. The suspect, Daquan Mills was subsequently placed under arrest. The Maryland Gun Center was contacted who advised the gun was not registered to Mills and Mills is a convicted felon and prohibited from owning or possessing a firearm.
Mills was arrested and charged with several weapons violation, the most significant being, Illegal possession of a handgun by a convicted felon. Mills was taken before a District Commissioner
