Lifelike Toy Tiger Stops Traffic Near Houston


It wasn’t a lion and  it wasn’t a bear. It was a tiger, but it was just a toy.
Firefighters in Houston found that out the hard way Wednesday when they rushed to an abandoned hotel after reports there was a tiger on the roof.
The Houston Fire Department began receiving calls during the day from shocked drivers reporting sightings of a tiger perched on the roof of an old hotel in Humble, a Houston suburb, local affiliate KTRK-TV reports.

DRIVER CHARGED IN HIT AND RUN THAT INJURED STATE TROOPER

(ESSEX, MD) – Maryland State Police today charged a Baltimore County man in connection with the hit and run crash early Sunday morning that injured a state trooper who was outside his vehicle on a traffic stop on I-83 north of Ruxton Road.

The suspect is identified as Matthew L. Wood, 30, of the 200-block of Highmeadow Road, Reisterstown, Md. He is charged with failing to remain at the scene of an accident resulting in bodily injury, failure of driver in accident to render aid to injured person, failure of driver in bodily injury accident to provide identification, negligent driving, failure to move over or slow down for a stopped emergency vehicle, and failure to obey a traffic control device.

Wood turned himself in to troopers at the Golden Ring Barrack at about 9:00 a.m. today. His action was arranged through his attorney. After processing at the barrack, Wood was taken before a District Court commissioner, who ordered him held in the Baltimore County Detention Center on $275,000 bond.

At about 1:20 a.m. on January 15, 2012, Trooper First Class Jason M. James, 30, of the Golden Ring Barrack, was on a traffic stop on northbound I-83 just north of Ruxton Road. TFC James was standing beside the driver’s door of the vehicle he stopped issuing a citation to the driver, when he was struck by a northbound vehicle that continued from the scene and did not stop. TFC James was able to call for assistance and was transported to the hospital where he was treated and released. He has not yet been able to return to duty.

Maryland State Police investigators collected debris at the crash scene, which included pieces from a car mirror they believe was part of the passing car that struck the trooper. Troopers were able to determine the mirror was from a Buick LeSabre and the car was likely a gold or tan color.

Information about the injured trooper and the vehicle troopers believed was involved was reported by media in the Baltimore area. Media coverage of the incident contributed to the identification Wood.

State Police investigators have examined a 1999 gold Buick LeSabre registered to Wood. The vehicle is missing the passenger side rearview mirror.

Queens Man Charged In Federal Reserve Software Theft

(CBS/AP/Reuters) NEW YORK - A computer programmer who worked at the Federal Reserve Bank of New York is facing charges he stole computer code valued at nearly $10 million and used for his own computer training business.
Bo Zhang, 32, was arrested Wednesday after authorities said he stole the code, which is used to track government finances, last summer while working on it as a government employee. He allegedly copied the software to an external hard drive.

Gen. David H. Petraeus closed his phenomenal 37-year Army career this week with a joint review at Fort Myer in Arlington. Service members from every branch were present, and flags of all 50 states fluttered in the breeze. A substantial crowd had come to hear the general’s farewell address. Many were classmates from the West Point Class of 1974, smartly attired but enthusiastic and occasionally whooping like they were cadets. Others were people with whom he had served over his storied career, whom he recognized from the dais during his speech. The morning was sunny and clear, and the general was his usual affable, ebullient self.

Wicomico Board Of Education Recognizes Outstanding Students, Teachers, Schools And Community Supporters At Jan. 17 Awards & Recognitions Night

The Wicomico County Board of Education at its Jan. 17 Awards & Recognitions Night at Mardela Middle and High School recognized numerous outstanding students, teachers, schools and community supporters as listed below.

Recognition for Citizenship in Action

On the afternoon of November 3rd, a motorcycle accident blocked the road home for Westside Intermediate and Westside Primary students on Bus 73. The victim was in full view of as aid was being given. Many students were quite upset, especially the younger primary students. Some began to cry.

Since the bus was going to be detained for quite a while, the bus driver began to make calls to parents. Realizing the severity of the situation, three Westside Intermediate fifth-graders, without being asked, took it upon themselves to help. Two students currently serving as safety patrols put on their safety patrol belts for identification and, along with another responsible 5th grader, walked up and down the aisle of the bus to comfort the primary students and reassure everyone. They kept the bus as orderly as possible while the driver made calls.

A number of students and the bus driver expressed their appreciation for the service given by the three fifth-graders. They kept their heads in a stressful situation and showed not only responsibility, but a high level of concern for other students. The Board of Education is very proud to present a certificate of recognition for Citizenship in Action to these Westside Intermediate fifth-graders for their service to their fellow students, bus driver and school on Nov. 3rd:

NARRATIVE:
On December 22, 2011, a Trooper from the Maryland State Police – Berlin Barrack took an initial report of a Theft from a residence in the 12000 Block of Salisbury Road, Ocean City, Worcester County, Maryland. During the initial investigation, it was found that someone had taken $5,000 cash from the residence between December 16, 2011 and December 21, 2011.

As a result the Worcester County Bureau of Investigation was contacted and asked to take the lead and continue the investigation. Through investigation it was found that an employee of a local HVAC company had been in the residence to do work during that timeframe. The employee was identified as LUPO.

During an interview with LUPO after being advised of his Miranda Rights he ultimately gave a full confession. He has been charged with the above crime and was transported to a District Court Commissioner after his arrest. Final disposition of this case is pending through the Maryland Court System.

Romney As Multimillionaire Gets Break for Taxes Less Wage-Earner

Under pressure from his Republican opponents, former Massachusetts Governor Mitt Romney yesterday abandoned months of resistance and said he would make his 2011 tax return public in April.

The hesitation to disclose is understandable given that Romney, one of the richest men to seek the presidency, probably benefits from a controversial tax break that allows him to pay a lower overall rate than do millions of American wage-earners whose votes he’ll need to capture the White House.

That’s because private equity executives, as Romney was for 15 years when he ran Boston-based Bain Capital LLC, receive much of their compensation as “carried interest.” That enables them to treat what would be ordinary income for other service providers, taxed at rates as high as 35 percent, as capital gains taxed at 15 percent.

Now the establishment mouthpiece puppets like Jay Ambrose are trotted out in an effort to ridicule, misinform and blatantly lie about Ron Paul’s positions. You see, Jay Ambrose is another Big Government pretend conservative that supports undeclared wars across the globe, continued money printing and debt accumulation, Wall Street psychopaths, and his prized military industrial complex. This lightweight faux journalist compares Ron Paul to Bugs Bunny. I wonder how Mr. Ambrose’s life stacks up to Dr. Paul’s:

•Married for 53 years to the same woman, and raising a family of upstanding children
•Served in the military when called (no deferments even though he was eligible)
•Outstanding physician that delivered over 4,000 babies into this world
•Capitalist who has started and run multiple businesses over his lifetime
•Has served is country in Congress for over 25 years, not once ever voting for deficit spending
•Has written multiple best selling books about liberty and freedom (I wonder how many best sellers Ambrose has written)
•Favors a strong military to protect our country. He understands the difference between interventionism and isolationism (Ambrose evidently was asleep during history class in high school)
•Understands the insidious nature of Federal Reserve created inflation in destroying the middle class. (Ambrose appears to be math challenged)
•Understands how the Federal government continues to strip us of our rights and liberties with Orwellian measures like the Patriot Act, NDAA, and SOPA. (Ambrose favors undeclared wars, government control over our lives, and more laws and regulations)
Ambrose scorns Ron Paul’s supporters as nothing more than young idealists. That is what frightens the Elite he represents. Ron Paul is overwhelmingly attracting Independents, people under 30 years old and people making less than $50,000. Sounds like a coalition of those who understand that the existing establishment (Republicans and Democrats) are corrupt and bought off by corporate and banking interests. The Elite realize that Ron Paul’s coalition could win. They will use any means necessary to crush him. This is where useful idiots like Jay Ambrose come into play.

After reading this insipid drivel you wonder what the requirements are for becoming a journalist for the MSM. It appears that a GED is not even necessary. When you get to the end of this hit piece, you realize the purpose. The GOP establishment is terrified of Ron Paul running as a 3rd party candidate and ruining their chances to defeat Obama in November. Ron Paul has tremendous power over the course of this election. Projected Teachers Pensions Cost To Be Shifted To Maryland Counties

The State of Maryland proposes to shift teachers pensions obligations onto the Counties in an effort to try and trim the state deficit. The last time the State did this was during a special session in 1992 whereby they enacted a 1992 Budget Reconciliation Act. At that time - the State shifted the teachers social security portion onto Maryland counties and it cost Wicomico County $2,308,336.00 dollars. Using the same proportional formula as then - here are the projected cost that each county will have to bare if the O'Malley administration and legislature shifts the proposed $239 million dollars onto the backs of local counties.

PIPA Support Collapses, With 13 New Senators Opposed

Members of the Senate are rushing for the exits in the wake of the Internet's unprecedented protest of the Protect IP Act (PIPA). At least 13 members of the upper chamber announced their opposition on Wednesday. In a particularly severe blow for Hollywood, at least five of the newly-opposed Senators were previously co-sponsors of the Protect IP Act. Members of the Ocean City Fraternal Order of Police recently donated $500 to the DelRicco Benefit Fund in support of Baby Ava’s recovery after a serious motor vehicle accident one month ago.

A benefit was held on January 7, 2012 at the Original Greene Turtle (116th Street) to raise funds for the DelRicco Family. As a result of the community efforts, $2,715.00 dollars was raised to assist in treatment for Baby Ava.

The Only One To Blame For Sarah Foxwell's Death Is Thomas Leggs

Much is being said about Jennifer Foxwell these days because of her criminal past and her inability to prove she is competent of being the Mother of numerous children taken away from her from the state. Most recently was a child in which Jennifer Foxwell put up for adoption but seven other children, (besides the recent adoption) have been subjected to an extremely difficult upbringing.

Many children are suffering at the cost of their parents, Tommy and Jennifer Foxwell. I have personally been involved numerous times in helping Jennifer Foxwell, as well as my friends. I have watched her beg, borrow and whatever to find a place to live, only to find out she never pays rent and other bills and ultimately, (because people feel sorry for her) far too often she gets away with using Sarah's death to her advantage.

That being said, Tommy Foxwell and Jennifer Foxwell have not been visiting their children, all of which I personally feel is not healthy. Consistency is extremely important to children and because one/both parent /'s don't pay child support it makes it even worse. BOTH parents aren't fit to have visitation. Tommy Foxwell was told he could no longer see his children after showing up allegedly intoxicated.

As many of you know, I traveled back and forth to almost every trial hearing in the Thomas Leggs case. I heard things NONE of you heard. There's quite a bit of information that came from this case many of your local officials do NOT want out to the public, nor does the Family. It could make several elected officials look pretty damn bad if the actual TRUTH got out there. Mind you, I understand and respect their positions, hence my remaining quiet all this time. Many have asked me to write a book and that day may come, we'll see. I know at least on a local level it would be a Best Seller.

Nevertheless, people are stating that in the most recent arrest that Jennifer Foxwell called the States Attorney's Office to get her Bond reduced from $25,000.00 down to $5,000.00. Come on now, that's complete BS!

The Wicomico County States Attorney's Office wouldn't touch a case involving Jennifer Foxwell no matter what the circumstances are. A special prosecutor would be brought in because of the Leggs case. Use your heads.

My advice to each and every one of you for the future is, STOP HELPING TOMMY AND JENNIFER FOXWELL. They have taken advantage of Sarah's unfortunate death to the max. Between individuals, church's and corporate help, it's time these individuals face life head on, on their own. Trust me, if you only knew how much money and gifts that have been provided so far you'd be blown away. Let's not forget all of the money lost because Jennifer didn't pay rent.

Take note, the Police Report stated Jennifer Foxwell not only physically assaulted her Daughter, it also stated that in doing so she allegedly struck her daughter's 4 month old child in the head as the daughter was holding the baby when the alleged assault occurred. Didn't this young lady just have another baby not that long ago?

Jennifer Foxwell is out of control. Her former rants on Facebook time and time again in which she implied she was going to take her own life has been enough to give local law enforcement grey hairs. Don't you think enough doors have had to be forced open due to this woman. Have not enough children suffered under her abuse? Jennifer Foxwell needs to face a neutral Judge who knows nothing of Sarah Foxwell and face sentencing as an unfit mother and out of control adult.

ANY Parent who refuses to pay child support should have the driver's licence taken away, period. SOMEONE has to provide for those children and I'm sorry, I couldn't care less about any parent who makes excuses as to why they cannot provide. Again, I don't give a crap what the excuse is. You have children, YOU take care of them, period. Tommy and Jennifer Foxwell are dredges on society and burdens on those who are caring for their children.

College Student Dies After Tweeting, 'Thank You God'


Ariane Noelle Patterson Was In Religion Class When She Collapsed; 'Thank you God For Another Year Of Life'

A student at Gardner-Webb University has died after she collapsed in class on her 21st birthday.
A spokesman says Ariane Noelle Patterson was in a religion class at the Boiling Springs school when she collapsed Tuesday afternoon.
Patterson tweeted that day, “Thank you God for another year of life.”

School: Opposition To Gay Adoption Is “Bullying”

A Wisconsin high school is in the middle of a free speech debate after they apologized for publishing a student essay opposing gay families who adopt children. School officials called the essay a form of “bullying and disrespect.”



The column ran on the editorial page of the Shawano High School student newspaper. It was part of an op-ed featuring a student supporting gay families who adopt children and one opposed to the idea.
The student who opposed gay adoptions cited Bible passages that called homosexuality and sin punishable by death.

DID RICK POLLITT KNOW ABOUT O'MALLEY'S PENSION SHIFT SCHEME?

It certainly appears that Mr. Pollitt pushed for funding approval by the Wicomico County Council in advance of O'Malley's budget proposal that includes shifting 50% of the cost of retirement pay for public school teachers to the Counties. That scheme would increase the County's expenses by at least $5-10 Million per year. O'Malley also proposes special funding that would increase County revenue to mitigate the impact, but that could be cut by the General Assembly, which last year approved O'Malley's request to require the Counties to pay for State services in property tax assessment without providing any mitigation money for that purpose.

And Pollitt did not send to the Council even a pro forma budget for next year, but wanted them to commit to funding the school without appropriate budget information. However, the new assessment data indicates that the County's revenue will drop by several million dollars unless the tax rate is increased once again, and that will also occur in the following fiscal year. In any event, the County's expenses will continue to escalate, generally, so that some cost categories must be reduced or entirely cut (the "public information officer" position being appropriate for the axe).

The decision by the Council majority not to approve Pollitt's request was the only reasonable response. Those who are unhappy about that outcome should direct their anger at Mr. Pollitt for not leveling with the Council -- and the public.

Incidentally, it looks like O'Malley's pension shift scheme will succeed -- even Republican Senator E. J. Pipken supports it.

Reid Should Stop Pointing Fingers And Pass A Budget

Senate Majority Leader Harry Reid has a novel conception of his job priorities. One recent day, the Nevada Democrat took it upon himself to lecture Republicans on how they should conduct their business. Claiming Republicans practiced "obstructionism on steroids" in 2011, Reid said he hoped "that they understand that everything doesn't have to be a fight. Legislation is an art of working together, building consensus, compromise. And I hope that the Tea Party doesn't have the influence in this next year that they had in the previous year."

In those same remarks, Reid offered this laugher about his party's purported efforts in 2011 to break the legislative deadlock between President Obama and Senate Democrats on one side and House Republicans on the other: "I don't think ... anyone can question or they should question our having reached out to Republicans. We've done everything we could to work with them. We're going to continue to do that. In spite of the obstructionism, we have been able to accomplish a lot of good things in the last Congress."

Let it be noted, however, that the most prominent missing item among those "good things" Reid claims to have accomplished was fulfilling one of the Senate's most basic constitutional duties -- approving an annual federal budget.

If Reid is serious about working with Republicans and getting some constructive things done for America, the place to start is the federal budget. But nobody should hold their breath waiting for the Senate Majority Leader to think about anything but partisan politics this year.

National Journal reports that Reid told a meeting of his Democratic colleagues earlier this week that "the party is positioned to dictate a congressional agenda designed to get most of its congressional members -- and President Obama -- re-elected. Working with the White House, Senate Democrats are plotting a 2012 floor agenda driven by Obama's re-election campaign and the fight for control of Congress.

The year will see an intensified version of the course Democrats pursued this fall through votes on the president's jobs bill." In other words, while blasting Republican "obstructionism," Reid is plotting systematic obstructionism throughout the coming months. This is spelled h-y-p-o-c-r-i-s-y.

Warren Buffett will be writing a check made out to the United States Treasury for just over $49,000 to help pay down the national debt.
He's matching voluntary contributions made this year and last year by Rep. Scott Rigell, a Republican representing Virginia.
In a letter to Rep. Rigell released today by Berkshire Hathaway, Buffett writes he's "particularly impressed that you took this action before my challenge."

A Fine For Not Using A Biofuel That Doesn’t Exist

WASHINGTON — When the companies that supply motor fuel close the books on 2011, they will pay about $6.8 million in penalties to the Treasury because they failed to mix a special type of biofuel into their gasoline and diesel as required by law.

But there was none to be had. Outside a handful of laboratories and workshops, the ingredient, cellulosic biofuel, does not exist.

In 2012, the oil companies expect to pay even higher penalties for failing to blend in the fuel, which is made from wood chips or the inedible parts of plants like corncobs. Refiners were required to blend 6.6 million gallons into gasoline and diesel in 2011 and face a quota of 8.65 million gallons this year.

TSA Admits Errors In Searching 2 Elderly Women

NEW YORK - Security screeners at Kennedy Airport violated procedures this fall when they asked two elderly women to show them medical devices concealed beneath their clothing, senior Homeland Security officials acknowledged in correspondence made public this week.

In a pair of letters to U.S. Sen. Charles Schumer and state Sen. Michael Gianaris, Transportation Security Administration Administrator John Pistole and Department of Homeland Security Assistant Secretary Betsy Markey said screeners at the airport will get refresher training on how to handle passengers with medical conditions.

Rep. West Says Gingrich Right On Black Unemployment Crisis

Rep. Allen West said Tuesday presidential hopeful Newt Gingrich is correct in his assessment that President Barack Obama has ignored the problem of Black unemployment, and the Florida Republican believes that anyone should be able to point out the particular jobless plight of the population segment.

“Well, he [Gingrich] is absolutely right — when you look at the statistics and the facts speak for themselves, the national average of unemployment right now is 8.5 percent — in the black community, it’s 15.8 percent, and that's down from close to being 17 percent,” West told Fox News’ Greta Van Susteren. “For black adult males, it’s 16.4 percent unemployment, and for black teenagers . . . it’s 40.7 percent.

“As a matter of fact, the chairman of the Congressional Black Caucus once said that if anyone else was in the White House other than President Obama, we’d be marching on the White House,” West said. “So we do have a problem — and I think that we have a greater problem in the United States of America when we believe that only certain people can talk about certain issues. This is a big issue for all of America.”

In an interview with CNSNews.com about his new #1 book—“Ameritopia: The Unmaking of America”—Mark R. Levin said he believes America has already largely become “a post-constitutional country.”

The book, released Monday, compares the Utopian and unworkable schemes laid out by political philosophers from Plato to Thomas Hobbes with the vision of natural law, God-given rights, and individual liberty that inspired the Founding Fathers when they wrote the Declaration of Independence and the Constitution.

“Utopianism is not new,” Levin writes in “Ameritopia.” “It has been repackaged countless times—since Plato and before. It is as old as tyranny itself. In democracies, its practitioners legislate without end. In America, law is piled upon law in contravention and contradiction of the governing law—the Constitution.”

Levin’s verdict: Barack Obama and modern American liberals are firmly in the Utopian camp—pursuing a vision fundamentally at odds with limited government and human freedom.

“I believe to a great extent we now live in a post-constitutional country, where much of the Constitution is ignored or evaded,” Levin told CNSNews.com.

“What I want the readers to understand, what I want the public to understand is, this is not new and it’s going to destroy us,” said Levin. “It’s going to destroy us because it is an attack on the individual. It is an attack on the nature of human beings.”

What Enactment Of SOPA And PIPA Would Mean

As you may have noticed by now, Wikipedia’s English-language site is (mostly) down for the day to protest SOPA and PIPA, two draconian anti-copyright infringement laws moving through Congress, and Google’s home page looks like this:

SOPA and PIPA are bills in the House and Senate, respectively, that make it much easier for “copyright holders” (like the big media companies that back the bill—or, come to think of it, authors like me) to take action not only against “bad” web sites that make copyrighted material available (against the wishes of the copyright holders), but also against web sites that simply link to such “bad” web sites. For example, the copyright holder can require payment network providers (PayPal, credit card networks) to block payments to such web sites (in either category above) and can require search engines to stop providing advertising for such web sites—simply by sending them a letter. That’s SOPA § 103(b).*

First Case Of Type B influenza Identified In Delaware


A Sussex County woman is the first patient hospitalized with Type B influenza for the 2011-12 season. Delaware Division of Public Health reports the 56-year-old female from Sussex County was hospitalized but was discharged Jan. 8 and is recovering at home.
This brings the total number of confirmed flu cases statewide to four; the first three confirmed cases were all Type A/H3.
There are two main types of flu virus: types A and B, and both are routinely responsible for seasonal flu epidemics each year. Delaware monitors the occurrence of influenza-like illness in hospitals, selected long-term care facilities and medical clinics to track flu trends in the state. Reports so far indicate Delaware has sporadic flu activity.

A Community Conversation – Small Business Success

SALISBURY, MARYLAND – Is Wicomico County a good place to start a business? Is this a place where small businesses are welcome and supported? Are there ways we could work together to encourage growth?

On February 16, the Wicomico Public Library will host an open conversation on these topics from 1 to 3 p.m. at the Main Library. Individuals and representatives from local agencies and organizations involved in the issue, including small business owners, local economic development groups, government agencies, colleges, and employment support agencies, are invited to participate.

This will be a chance to share information, concerns, and ideas. The purpose is to bring together people from different sectors of the community who share a similar interest in the success of small businesses in Wicomico County and create open lines of communication and awareness. We hope that participants will come away with new information to pass on to the people they serve, new awareness of resources available to them and greater understanding of possible roadblocks to that success. We further hope each person will leave with a few ideas on how we can work together to increase the chances for successful small business initiatives.

This will not be a forum for political campaigning, fund raising, or sales. There are no featured speakers. This is a chance for the concerned people throughout the community to share their ideas.

The program is free. All attendees are welcome to bring brochures or information about small business support services and resources that are available to share with the group.

Google Says 4.5 Million People Signed Anti-SOPA Petition Today


When Google speaks, the world listens.
And today, when Google asked its users to sign a petition protesting two anti-piracy laws circulating in Congress, millions responded.
A spokeswoman for Google confirmed that 4.5 million people added their names to the company's anti-SOPA petition today.
Not too shabby.
The petition, which was available via a link from Google's homepage, states that although fighting online piracy is important, the plan of attack described in the SOPA and PIPA bills would be ineffective.

Jobless Claims Drop To Near Four-Year Low

New applications for unemployment benefits dropped to near a four-year low in the latest week, government data showed Thursday, providing further evidence that the U.S. recovery has gained some momentum.

The Labor Department reported that seasonally adjusted jobless claims fell 50,000 in the week ended Jan. 14, to 352,000 from a revised 402,000 the prior week. Economists polled by Reuters had expected claims to fall only to 385,000.

Preppers View - Defensive Firearm

Last week there were some comments and e-mails asking about defensive weapons, more specifically firearms. I know there are many people who absolutely hate guns. They believe guns are designed only to hurt people therefore be regulated. Some even believe that guns should be outlawed altogether regardless of the 2nd amendment to the constitution...blah, blah, blah. Without firearms we would all be sipping tea as royal subjects. But never mind that. Consider this actual incident.

At approximately 3:00 a.m. on July 23, 2007, two scum bags broke into a Cheshire, Connecticut home belonging to Dr. William Petit, his wife, and two daughters with the intent to rob it. When they found the family to be home, they beat the husband and, during an ordeal that lasted several hours, they raped, beat, and burned his wife and daughters. The Dr. survived to live in anguish for the rest of his life over the fact that he was unable to protect his family. Hmm.

Now let's change the scenario up a bit. Let's plug in a parallel scenario where the Doctor is a Prepper. The scum bags break in but this time the Doctor hears them make entry. He reaches over to his nightstand and grabs his Glock 21 and his flashlight. The weapon feels familiar in his hand since he goes to the range frequently and is familiar with it's recoil, it's weight, it's night sights, and it's capabilities as it relates to accuracy. He goes to his bedroom door and hears the "burglars" making their way through the house. He makes the decision to take the fight to them. Often times the best defense is a good offense. He quickly and quietly moves into the living room where he finds both of them trying to quietly rummage through drawers as they look for things of value. The Doctor illuminates the bad guys and sees the baseball bat (which was used to beat him in the head during the actual event) in the hands of the closest bad guy. The Doctor knows that if he doesn't neutralize the threat posed by these fine upstanding citizens, his family is in grave danger. Two quick shots to the center mass of the closest subject drops him like a stone. The Doctors attention is quckly focused on the second subject who moves away from him but toward his daughters bedroom. Assessing the situation in milliseconds, the Doctor knows that he cannot let him get to his daughter or the entire dynamic of this situation changes for the worse and his daughter's life will likely hang in the balance. The Doctor shoots the remaining subject between the shoulder blades and facilitates the meeting with his maker. In the highly unlikely event that some misguided prosecutor were to prosecute the Doctor for murder, his wife and daughters would still be alive. I think he would rather be living with that. I would. Wouldn't you?

The mindset of the Doctor in the latter, fictitious scenario is that of the survivor. Unfortunatly, the mindset of the Doctor in the former, true scenario is that of the unprepared individual, programmed to believe that these things happen to other people and that the police will protect us from the evil in the world. Um....not.

Scenarios like this are those for which Preppers, um, prepare. We prepare for the survival for ourselves and our families. It should be painfully obvious to everyone that firearms are a necessary tool of survival. A tool of defense - an inalienable right endowed upon us by our creator and protected by the 2nd Amendment to the Constitution.

But what is the best firearm for the Prepper? Good question. Much like the question relating to the need for a generator. Each of us needs to decide for ourselves based upon several different criteria. Some of these are:

1) Our own physical ability;
2) Do you live alone and if you do, do you live in a house or an apartment?
3) Do you intend to only defend your life while inside your home, or do you anticipate defending against multiple people trying to break into your house during an emergency?
4) Do you live next to others or far from other such as on a farm?

All of these are factors when deciding upon which type of defensive firearm is best for you. There may be more.

The three basic types of firearms are handguns, rifles, and shotguns.

In my opinion a handgun or a shotgun are likely the best choice for in-home self defense because of limited range and penetration. A rifle may have a range of more than a mile. If you have a disability, such as a missing or disabled arm or hand, a shotgum may be too much to handle effectively in a high stress situation. A handgun would likely be a better choice. If you choose a handgun, choose one with a high capacity magazine - one that holds as many rounds as possible. Trying to reload in the dark without practicing repeatedly will likely leave you in a bad situation. If you choose a handgun and you live with others in your home, live in an apartment, or live close to other houses, look into safety slug or shotshell cartridges. Safety slugs are designed to break up upon striking solid objects such as doors, drywall, etc., minimizing potential unintended injury to people in other rooms, etc.. yet will still deliver an effective blow to the bad guy when hit in the center mass.

If you choose a shotgun, which is an excellent all around defensive weapon provided you can handle mild recoil, use field loads in no. 6 or 7 1/2 shot. It's devastating at about 20 feet but slows down considerably after hitting interior building components such as drywall, studs, doors, etc. Most firearm combat takes place within 7 yards. A shotgun with no. 6 field loads directed at center mass will readily incapacitate an invader. It should be noted that most will find a long shotgun difficult to handle inside of a home or building - often referred to as CGB (close quarter battle). A short barreled shotgun, or tactical shotgun, is most often a better choice. First it is shorter (shortest legal barrel length is 18 inches). Second it has an extended tube magazine that permits loading extra rounds. Third, the pump action seldom jamb. The three most popular "sizes" or shotgun are 12 guage, 20 guage, and .410 (which is refered to as "bore" but is actually a caliber}. a 12 guage has the most recoil and the .410 the least. Adain, you have to make the decision on whats best for you.

I have both...but keep my handgun by my side. Always. Always. Think about how many people have been sitting in the living room watching TV and have had people carry out home invasions. Think about it. Will they just want your money? Will they let you live? I dunno. Ask the Doctor.

Rifles....again I have them. I have some for hunting and some for target shooting. I have semi-auto's with high capacity magazines and I have bolt actions that hold 5 rounds. If I were to turn to my semi auto, hi-capacity rifles, it would be for a scenario very, very different than the one above.

These are simply my opinions. We could talk about the best handgun caliber or the best rifle caliber forever and to be sure, entire books have been written on the pro's and cons of the various choices. This article was designed to start the thinking and planning process. I suggest that everyone who isn't familiar with firearms but wishes to get one for defensive purposes go to friends who know. Go to reputable gun shops. Take a safety course. And afterward - practice. A lot. Shoot during the day and in low light situations. Practice reloading. Practice shoot - don't shoot scenarios. You owe it to yourself and your family to be able to protect them. No survival plan is complete without a defensive firearm and being proficient in its use.

AN ACT

ACT PROHIBITING INFRINGEMENT OF THE STATE OF Kansas CONSTITUTIONAL RIGHT TO NULLIFICATION OF ANY FEDERAL LEGISLATION DEEMED UNCONSTITUTIONAL BY THE STATE.

WHEREAS, the State of Kansas has a compelling interest as a sovereign state of the United States of America in the proper implementation of protection and justice within its borders, and it shall be enacted by the Legislature of the State of Kansas:

Section 1. Short title. [Sections 1 through 6] may be cited as the “Kansas Nullification Reaffirmation Act".

Section 2. Legislative declarations of authority. The legislature declares that the authority for [sections 1 through 10] is the following:
(1) The tenth amendment to the United States Constitution guarantees and reserves to the states and the people all powers not delegated to the federal government elsewhere in the Constitution as they were publicly understood at the time that the amendment was ratified on December 15, 1791, subject only to modification by duly
ratified subsequent amendments to the United States Constitution. The guarantee of those powers is a matter of compact between the state and people of Kansas and the United States as of the time that Kansas was admitted to statehood on 29 January 1861 (34th State – 150 Years Ago).
(2) In accordance with the compact between the state and people of Kansas and the United States as of the time that Kansas was admitted to statehood on 29 January 1861 (34th State – 150 Years Ago), the Tenth Amendment to the United States Constitution reserves to the state and people of Kansas that other than the enumerated powers expressly delegated to the United States under Article 1, Section 8 of the United States Constitution, Congress and the federal government will not exercise any purported additional control over or commandeer rights belonging to the State of Kansas, or its people.
(3) The United States Constitution ratified on June 21, 1788, established that the sole and sovereign power to regulate the state business and affairs rested in the state legislature and has always been a compelling state concern and central to state sovereignty. Accordingly, the foregoing public meaning and understanding of Article 1 Section 8, the Establishment clause of the First Amendment and the Tenth Amendment of the United States Constitution is a matter of compact between the state and people of Kansas and the United States as of the time that Kansas was admitted to statehood on 29 January 1861 (34th State – 150 Years Ago). Further, the power to regulate commerce among the several states as delegated to the Congress in Article I, Section 8, Clause 3 of the Constitution, as understood at the time of the founding ,was meant to empower Congress to regulate the buying and selling of products made by others (and sometimes land), associated finance and financial instruments, and navigation and other carriage, across state jurisdictional lines. This power to regulate “commerce” does not include agriculture, manufacturing, mining, major crimes, or land use. Nor does it include activities that merely “substantially affect” commerce.
(4) At the time the United States Constitution was ratified on June 21, 1788, the Commerce Clause was not meant or understood to authorize Congress or the Federal Judiciary to regulate the state courts in the matter of state substantive law or state judicial procedure. This meaning and understanding of Article 1 Section 8, the Establishment Clause of the First Amendment and the Tenth Amendment of the United States Constitution, as they pertain to the validity of religious sectarian or foreign law as being controlling or influential precedent has never been modified by any duly ratified amendment to the United States Constitution. Accordingly, the foregoing public meaning and understanding of Article 1 Section 8 and the Tenth Amendment of the United States Constitution is a matter of compact between the state and people of Kansas and the United States as of the time that Kansas was admitted to statehood on 29 January 1861 (34th State – 150 Years Ago).
Further, Article I, Section 8, Clause 18 of the Constitution, the “necessary and proper clause,” is not a blank check that empowers the federal government to do anything it deems necessary or proper. It is instead a limitation of power under the common-law doctrine of “principals and incidents,” which restricts the power of Congress to
exercise incidental powers. There are two (2) main conditions required for something to be incidental, and therefore, “necessary and proper.” The law or power exercised must be 1) directly applicable to the main, enumerated power (some would say that without it, the enumerated power would be impossible to exercise in current, common understanding), and 2) it must be “lesser” than the main power.

(5) In accordance with Article I, Section 8, Clause 1 of the U.S. Constitution ratified on June 21, 1788, the “general welfare clause,” does not empower the federal government with the ability to do anything it deems good. It is instead a general restriction limiting the exercise of the enumerated powers of Congress set forth in Article I, Section 8 of the Constitution of the United States, requiring that congress only enact laws which serve all citizens well and equally. When James Madison was asked if this clause were a grant of power, he replied with “If not only the means but the objects are unlimited, the parchment [the Constitution] should be thrown into the fire at once.” Thus, this clause is a limitation on the power of the federal government to act in the welfare of all when passing laws in pursuance of the powers delegated to the United States. Likewise, the Commerce Clause was not meant or understood to authorize Congress or the Federal Judiciary to establish religious sectarian or foreign statute or case law as controlling or influential precedent. Accordingly, the foregoing public meaning and understanding of Article 1 Section 8, the Establishment Clause of the First Amendment and the Tenth Amendment of the United States Constitution is a matter of compact between the state and people of Kansas and the United States as of the time that Kansas was admitted to statehood on 29 January 1861 (34th State – 150 Years Ago).

6) We acknowledge that the “Commerce Clause”, the “General Welfare Clause”, and the “Necessary and Proper Clause” of the United States Constitution were amended, and made more specific and limiting at the peoples’ insistence… through the creation of the Bill of Rights, i.e. the 2nd Amendment, the 9th Amendment and the10th Amendment. All Amendments within the Bill of Rights were for the purpose of further restricting federal powers, vesting and/or retaining the ultimate power and control of the states by the people within the states. Therefore, we specifically reject and deny any federal claim of expanded and/or additional authority which the federal government may from time to time attempt to exert, exercise or enforce under these clauses.
Further, the people of the State of Kansas, are aware that the federal government has amended and altered the spirit and the meaning of The Commerce Clause, all without proper legislative authority through amendment. Therefore, we reject and deny this unauthorized and excessive abuse of power which has primarily acted as a detriment to states’ rights and individual rights.

7) In accordance with the U.S. Constitution, Congress and the federal government is denied the power to establish laws within the state which are repugnant and obtrusive to the U.S. Constitution, the State Constitution, state law and the citizens of the state. The Federal Government is restrained and confined in authority by the eighteen (18) items as set forth in Article I, Section 8 of the United States Constitution.

8) Congress and the federal government is hereby denied the power to bind the states under foreign statute or case law other than those provisions duly ratified by the Congress as a treaty, so long as the treaty does not violate the state or United States Constitution. 9) Further, no authority has ever been given to the Legislative Branch, the Executive Branch, or the Judicial Branch, of the federal government, to preempt state legislation.

10) This Act shall serve as a Notice and Demand to the Federal Government to cease and desist any and all activities outside the scope of their constitutionally-designated powers.

11) The Legislature shall establish and/or appoint a Commission of Recommendation, consisting of ____ members, which shall be charged to recommend, propose and call for an “up or down vote by simple majority” to nullify in
its entirety, a specific federal law and/or regulation which is deemed to be outside the scope of the powers delegated by the People to the federal government in the United States Constitution, or at odds with the Constitution of the state. The Commission shall respond with their recommendation(s) within thirty (30) days of receiving said federal legislation for consideration and process. Further, the Commission of Recommendation shall have the power to reach back and take up or review any and all existing federal statutes, mandates and Executive orders for the purpose of determining the constitutionality thereof, and said Commission may recommend existing federal statutes, mandates and Executive orders put in place prior to the passage of this bill, for nullification. Upon recommendation for nullification, the state legislature must take an up or down vote to nullify within sixty (60) days following said recommendation, during which time, the issue in question shall remain out of force or effect until such vote can be taken. The appropriate documentation reflecting the vote shall be documented in the State Register. In the event that the state legislature votes by simple majority to nullify any federal statute, mandate or Executive order on the grounds of constitutionality, the state, nor its citizens, shall recognize or be obligated to live under said statute, mandate or Executive order. This Commission shall further be charged to communicate the intentions of this Act to the legislatures of the several states to assure that this State continues in the same esteem and friendship as currently exists, and, that it considers union for specific national purposes, and particularly those enumerated in the Constitution of the United States, to be friendly to the peace, happiness and prosperity of all the states.
When this Act has been enacted, a certified copy of the same shall be sent to the President of the United States, the President of the Senate, the Speaker and Clerk of the House of Representatives, each member of the States’ Congressional delegation, with the request that this Act be officially entered into the Congressional Record.

12) It shall be the duty of the legislature of this State to adopt and enact any and all measures that may become necessary to prevent the wrongful enforcement of any federal laws or regulations duly nullified within the boundaries and limits of this State.

13) In accordance with Article 3, Section 2 of the U.S. Constitution, which states - In all Cases affecting Ambassadors, other public Ministers and Consuls, and those in which a State shall be Party, the supreme Court shall have original Jurisdiction, in any cause of action between this State and the federal government regarding state nullification of a federal legislation, judicial mandate or executive order, the proper jurisdiction for these disputes will lie with the Supreme Court of the United States alone. In the event of improper adjudication, the People’s interest shall be maintained and retained through State referendum.

14) Under the tenth amendment, the people and state of Kansas retain their exclusive power to regulate the state of Kansas, subject only to the fourteenth amendment’s guarantee, that the people and state of Kansas shall exercise such sovereign power in accordance with each citizen’s lawful privileges or immunities, and in compliance with the requirements of due process and equal protection of the law.

15) Whereas the ninth amendment to the United States Constitution secures and reserves to the people of Kansas, as against the federal government, their natural rights to life, liberty and property as entailed by the traditional Anglo-American conception of ordered liberty and as secured by state law, including, but not limited to, their rights as they were understood and secured by the law at the time that the amendment was ratified on December 15, 1791, as well as their rights as they were understood and secured by the law in the state of Kansas at the time the Kansas constitution was adopted on 4 October 1859, the people and state hereby proclaim that the guarantee of those rights is a matter of compact between the state and people of Kansas and the United States as of the time that Kansas was admitted to statehood on 29 January 1861 (34th State – 150 Years Ago).

Jeff Zients Becomes Acting Director

The White House named Jeffrey Zients as acting director of the Office of Management and Budget. He'll take over next month when the current director, Jack Lew, becomes President Obama's chief of staff. This will be Zients' second time as acting director. He stepped in after Peter Orszag left in 2010. Zients joined OMB as deputy director for management in June 2009. He has the added title of chief performance officer. Zients led development of the government reorganization plan the president unveiled last week. Before joining the administration, Zients was CEO of two companies he helped found.
