3,000+ Volunteers Showed Up Christmas Morning To Search For Sarah Foxwell
There were between 3,000 to 4,000 volunteers that showed up at Perdue Stadium at 6:30 this morning and hundreds more continue to show up throughout the day so far. As you can see from the photos above, thousands were inside the stadium while thousands more were still lining up and signing up to get in.
At one point, (as many of you know) we ran out of bottled water and wouldn't you know it, as soon as everyone heard, people came in, (in some cases by the truck load) and delivered at least 600 cases of water, THANK YOU! Culligan, Shore Water and Canada Dry showed up almost immediately in trucks, it was just unbelievable.
Food is a big priority right now, (also mentioned earlier). Look, I just can't thank you folks enough. Just think about this for a minute, if you will. This is Christmas Day and literally thousands upon thousands of people are doing everything in their powers to help look for this child. May God Bless You All.
I have to get back to work but while I don't want to speak for Sheriff Lewis, Davis Ruark, Earnie Leatherbury and Ivan Barkley, I will say these people, (as well as all law enforcement officers) are overwhelmed and humbled by your support. I have stood there throughout each day and listened to them share their thanks and each one of you should know that. They are working so hard to find this young child and I can just tell you they truly appreciate each and every one of you.

Station 7 Needs Supplies at Stadium
Station 7 has the ability to cook food such as hamburgers, hot dogs etc. If you bring hamburgers or hotdogs please bring rolls to go with them. Station 7 has bread to make sandwiches if you want to donate lunch meat and cheese, mustard, mayo. ketchup, peanut butter, and jelly. They are also in need of aluminum foil. Candy bars or anything along the lines of ready to eat foods.
Help Needed at Shorebirds Command Center
UPDATE: They are also looking for donations of food. If you can donate anything to help feed all involved in the search for Sarah Foxwell, please take any food donations to the Station 7 trailer. Station 7 has been cooking and feeding people since they moved to the stadium and are running low.
UPDATE: Canada Dry has just donated 50 cases of water and is having them delivered at this time. Sharp Water just pulled up with a pickup load of bottled water. Many individuals have also dropped off cases of water. The kindness and generosity of our community is inspiring. To say Thank you, seems so trite.
UPDATE: A lady just called and said she purchased bottled water at a local convenience store and was charged the per bottle price for a case of water. Purchase price $37.00 per case.
UPDATE At this time Station 7 is asking that foods donated be prepared foods,or sandwiches. They are preparing for lunch at this time.

Narrative: On 12/24/09 at approximately 2040 hours, Troopers responded to 34592 Pitts Ave, Pittsville, Md for a reported assault and malicious destruction of property in progress. Upon arrival Troopers met with complainant Katie Ruark who advised her intoxicated brother, George Burkley Ruark had been destroying everything in the house. Troopers were advised that George Ruark had taken their mother Diana Ruark at knife point in her 2007 Kia, Spectra, bearing Md registration 8DML87 possibly to Church Street in Salisbury Maryland to purchase drugs or to take him to Ocean City. A bolo was broadcasted and at approximately 2212 hours Berlin Police Department located the vehicle in their area. Ofc Hilliard with assistance of fellow officers conducted a felony traffic stop and George Ruark was taken into custody and turned over to the Maryland State Police of the Salisbury Barrack. Ruark was transported to Wicomico County Central Processing and charged

Sheriff Lewis Asking for Citizen Assistance

When asked about Leggs previous incarceration, Sheriff Lewis stated Leggs was not incarcerated long enough, to which Davis Ruark agreed.
He also stated Thomas Leggs is being completely uncooperative and is offering no assistance in locating this child.

A True Christmas Story
We noticed a car pass a couple times, but never really thought much about it. We were up at a house singing when this same car pulled up and stopped. We were coming down the drive-way when the door of the car opened up. Out of the car stepped a US Soldier, in full military uniform.
He had just returned from a tour in Afghanistan. He said that things like carolers and lights and so forth were things he really had missed. He thanked us for spreading the Christmas spirit.
He then asked us to sing for him. He asked for Silent Night, which was my mother’s favorite Christmas Song (she passed away the day after Christmas a few years ago.)
We sang Silent Night through our tears as well as a couple more songs for him. He attempted to pay us for singing, which we quickly declined. We told him he had already more than paid us. We all hugged him and thanked him.
We continued to sing carols around the neighborhood. He passed by a couple of times blowing the horn and waving.
I will never forget this experience. It has warmed my heart and made me very thankful for what I have.

Today's Update On Sarah Foxwell

The Wicomico County Sheriff's Department just held a Press Conference and we've been told there's no new news other than to say they have in fact brought in the National Guard and that they have expanded the search.
As you know, we'll keep you updated just as soon as new information comes in.
I'd like to thank Station 7 Restaurant and Applebee's for calling me this morning and letting me know they will be delivering food packages to the Command Center this morning. Station 7 is actually bringing their trailer up there to serve food whenever the search people want it.
UPDATE: WBOC is reporting wrong information. Perhaps they should send their Reporter home to get some sleep. After last night's grand standing and ticking everyone else off out there, today they are reporting they are searching 25 bodies of water. WRONG! They are searching 25 different areas and 2 bodies of water. Come on guys, get your information straight.
Last Night's Press Conference
Last night we posted a Press Release from WBI explaining the charges against Thomas Leggs. Sheriff Lewis expressed his concerns over this beautiful child now missing and shared there are more than 180 Police Officers alone searching areas in which they have solid leads on. The Sheriff went on to explain how all emergency personnel are also out in force searching high and low for Sarah Foxwell.
I can tell you while I was on location there were quite a few professional search and rescue people there from just about everywhere in the tri state area. Folks, I know you want to help but this is a team effort of true professionals trained to do just a search.
The Salisbury Dive Team was out last night searching different ponds in the area and quite frankly we provided a tip to the Sheriff's Department in which they were searching while we were there last night. I was informed there was enough evidence at the scene to bring in additional people for a better search.
Many of you have provided incredible information and that's the best we can do at this time. I'd like to clear up some confusion about who's who in this case. Many people believe the mother was raising Sarah but that just isn't the case. Sarah's Aunt was raising her along with other siblings. The Aunt was allegedly dating Tom Leggs. I cannot answer if she knew Tom's background but I'm sure we'll find that out at a later point.
Tom Leggs has quite a criminal history and I agree with many other people making comments, the laws need to change. In the mean time, while the Police are saying this is a search and rescue, others have stated it more a recovery search than anything else at this point. We'll just keep our fingers crossed she's in a place where she can survive until she is found.
While I do not encourage anyone attempting to go out and try to find Sarah, please keep your eyes open and should you come upon ANYTHING, remember, it's a crime scene any way you look at it and you could impede on an ongoing investigation. Folks, call 911 if you see anything at all.
It was a long night for me personally and I will do my best to get back to the Blog in the morning but I may be delayed as I'm going to try and get a few hours of sleep and dig right back into this in the morning.
By the way, THANK YOU! I have never received so many calls, e-mail messages and text messages on any other story we've ever produced. I did share many of them with the Sheriff and they are being looked into. Keep those prayers going and we'll be back in touch some time tomorrow morning.

Mr. Reid and Ms. Pelosi would love to come up with a way to bash heads in private and skip any public discussion that further reveals just how incoherent and unworkable both the bills are. Luckily, there is a subterfuge readily available that wouldn't require the House to swallow the Senate's bill unchanged but also ducks the traditional give-and-take of the conference committee.
But serious dialogue isn't what Speaker Pelosi and Majority Leader Reid are interested in right now. Look for the traditional conference committee to be replaced by a "ping-pong" game in which health care is finalized behind closed doors with little public scrutiny before the bill is rushed to the floor of each chamber for a final vote.

President BARACK OBAMA was invited to address a major gathering of the American Indian Nation two weeks ago in upstate New York.
He spoke for almost an hour about his plans for increasing every Native American's present standard of living. He referred to his time as a U.S. Senator and how he had voted for every Native American issue that came to the floor of the Senate.
Although President Obama was vague about the details of his plans, he seemed most enthusiastic and spoke eloquently about his ideas for helping his "red sisters and brothers."
At the conclusion of his speech, the Tribes presented Obama with a plaque inscribed with his new Indian name, "Walking Eagle.." The proud President then departed in his motorcade to a fundraiser, waving to the crowds.
A news reporter later asked the group of chiefs how they came to select the new name they had given to the President.
They explained that "Walking Eagle" is the name given to a bird so full of sh!t it can no longer fly.

The average wage in 1909 was 22 cents per hour.
The average worker made between $200 and $400 per year ...
A competent accountant could expect to earn $2000 per year,

COUNTY EXECUTIVE’S COUNCIL ON PHYSICAL FITNESS AND HEALTHY LIVING TO KICK OFF ON DECEMBER 29TH

In his “State of the County” address on December 18th, Wicomico County Executive Richard M. Pollitt, Jr. announced that his Council on Physical Fitness and Healthy Living, an initiative that Mr. Pollitt promised to start in last year’s “State of the County” address, will kick off on Tuesday, December 29th, at 11:00 A.M. at Youth Exercise Services (Y.E.S) in Fruitland.
In last year’s address, Mr. Pollitt said that the fitness initiative would begin with him. Since that time, Mr. Pollitt has lost 30 pounds and has been working out at the Y.E.S. gym under the supervision of trainer Fred VanderVeen who agreed to take on Mr. Pollitt as “a project.” In the December 18th speech, the County Executive said, “If I could reverse a lifetime of bad habits and get in shape at my age, others would be motivated to give it a try as well.” Mr. Pollitt promises to give a brief demonstration of his work-out routine at the kick-off event.
The Council is chaired by former Green Bay Packer and Washington Senator star Tom Brown, a well-known and highly respected proponent of youth sports activities in Wicomico County. Assisting Mr. Brown on the organizational efforts of the past year have been leadership staff from the Health Department, the Board of Education, county and city government and local businesses. All will be present and introduced at the event.
Mr. Pollitt said that the Council will be primarily a public information resource of available fitness and health-related programs. The council will have a web site directly linked to the county website and will also utilize all communication tools available.
“We shall focus on bringing greater attention to issues such as childhood obesity, workplace fitness, senior athletics and many other key health issues,” said Pollitt.

Incident: Kidnapping Investigation
Date of Incident: 12-23-2009, Early morning hours
Location: Old Ocean City Road area in Salisbury, Maryland 21804
Narrative: On Wednesday morning, December 23, 2009, @ approximately 10:00AM, Wicomico County Sheriff’s Deputies and the Wicomico Bureau of Investigation initiated an investigation into the apparent abduction of eleven year old Sarah Haley Foxwell of Salisbury. As a result of this investigation, authorities have identified a suspect who has been taken into custody by the Wicomico Bureau of Investigation. The suspect is identified as thirty (30) year old Thomas James Leggs, a resident of Bennett Road in Salisbury. Leggs has been charged with one count of KIDNAPPING and one count of first degree BURGLARY and is awaiting his initial appearance before a district court commissioner.
Thomas Leggs is a registered SEX OFFENDER living here in Wicomico County. Eleven year old Sarah Foxwell remains missing and is the focus of a massive ORGANIZED ground search. Tomorrow morning, those assisting in the ground search will be tasked with searching several square miles of densely wooded areas which are surrounded by frozen tundra, fresh-water ponds and many fields. There are residential areas to be searched as well.
The Wicomico County Sheriff’s Office has been overwhelmed with the number of law enforcement agencies who have responded from across the state and are currently assisting in this search. We are requesting the public to PLEASE allow us to do our jobs and refrain from conducted their own search and contaminating a potential crime scene. Manipulation Of The Numbers And The Lives Of Americans
I have to share this with you. Recently I made the decision to lay off two of my employees. It came after great consideration that I decided I had no other option. Both Employees have been with me for over a year and it was like breaking bad news to two friends. I have been making the required payments to the State of Maryland AND the federal government as required because I didn't want to be the subject of an audit or fines. BUT when my guys went to file for unemployment they were instructed to wait until the following quarter and file again. This notification was made by mail with instructions to call a number if there were any questions. Both employees have been trying for the past week and a half to call but never get more than a busy signal. Both employees have worked continuously for me since they became employed. Since I learned of this I have had the occasion to speak to several people who are experiencing the same issues with unemployment. It seems that the rumors I'm hearing may be true. Unemployment is running out of money and they are denying everyone initially as a matter of unwritten policy, in order to save money and to keep the number of new people signing up for unemployment falsely low to make it appear that the economy is getting better when everyone who is in business knows that isn't the case. My employees have resorted to writing letters to unemployment, but letter writing doesn't feed their families. Have you heard of anyone going through the same thing?
Fruitland Police And Fire Department Reach Out To 9 Families This Christmas

On Saturday, 12/19/09 members of the Fruitland Police and Fire Departments , along with Santa, delivered food baskets and toys to nine local families in our annual “Christmas for Kids” program. Everyone had a great time in spite of the weather. As you know, the most heartwarming story is that of the Phillips family (Beth, Dustin and Jana) who are pictured with Santa. Beth and her two children were absolutely thrilled. In fact, Beth indicated that the response the family has received from the entire community has been absolutely overwhelming and very much appreciated; particularly during Christmas.
A huge Thank You is extended to everyone at Crossroads Church, Fruitland Fire Department, our employees at City Hall and community members who donated toys and clothing to our program. We would also like to thank Mrs. Rebecca Palmer and Councilman Richard Tull for their donations as well as the East Fields Homeowners Association who collect and donate food baskets each year.

Joe, I have a history question about Salisbury and a personal mystery I would like to find the answer to. Perhaps you know the answer or one of your readers might know. The timeline was the late 1950's or early 1960's. In the days leading up to Christmas, White & Leonards department store would air a television show with a grown man portraying an Elf. This elf would describe and demonstrate the toys to the boys and girls in the TV viewing audience. I have found that many local men and women have fond memories of sitting with excitement and anticipation in front of the TV when they were children dreaming of these. As to whom this elf was, he was known as "Jolly Jack". I have heard it was John B. Greenberger. Others say Lonnie Layton and today I was told it was John Rahe. I'd love to know whom he was. A Christmas has not arrived that I have not thought of sitting in front of the TV with WBOC channel 16 at suppertime and dreaming of the toys that Jolly Jack shared with us.. Who was the wonderful man under that Elf hat??

NHSCA Basketball Festival Team Brunch
(Salisbury, MD) Former NBA Assistant Coach Brendan Suhr is scheduled to headline the Team Brunch of the NHSCA High School Basketball Festival. This brunch on Sunday, December 27th at 11:00am at the Wicomico Youth & Civic Center is included for all tournament participants and the public is invited to attend.
Suhr spent 28 seasons on the NBA sidelines, most notably on Chuck Daly's Detroit Pistons' "Bad Boy" staff, winning two championships. Suhr was the head scout for the first U.S. "Dream Team" in 1992. Suhr also served on NBA staffs with the Atlanta Hawks (assistant coach, 1979-87/assistant GM-1988), Detroit (1988-92, 2000-01), the New Jersey Nets (1992-94), the Toronto Raptors (1996-97), the Orlando Magic (1997-99), and the New York Knicks (assistant coach 2004-05, 2006-08/scout 2004/Director, Player Personnel, 2004-08).
Executive Director of the NHSCA, Bobby Ferraro Jr, said “It’s a pleasure to have Brendan as a guest speaker for our Team Breakfast and we believe the players and coaches are really going to enjoy his presence and the message he will be delivering.”
Suhr spent time in the Continental Basketball Association, serving as the president, general manager, and head coach of the Grand Rapids Hoops (1995-97). He also co-owned the team from 1996-99. Suhr was the CBA's executive vice president of basketball operations and industry relations, working closely with then-CBA owner Isiah Thomas on implementing league policy. He earned CBA's Coach of Year honors in 1996.

Person Robbed While Sitting In Their Car

Resume: On the aforementioned date and time, a 30 year old male victim from Seaford, DE, was sitting in his car on Parkway Drive Seaford, DE when he was approached by three unknown black male suspects, all dressed in black. The one suspect broke out the driver’s side window of the victim’s vehicle with an unknown object. One of the other suspects pointed a hand gun at the victim and demanded cash. The victim complied with the suspect’s demands and gave the suspects items he had in his pockets. The suspects fled the area on foot after obtaining undisclosed items from the victim. The victim did receive a laceration just above his left eye during the incident.

General Backs Off Courts-Martial For Pregnancy But Urges Troops To "Think Before Acting"

Last month, Maj. Gen. Anthony Cucolo issued a policy that would allow soldiers who become pregnant and their sexual partners to be courts-martialed. But he appeared to back away from the policy in a conference call with reporters, saying the policy was intended to emphasize the problems created when pregnant soldiers go home and leave behind a weaker unit.
"I have never considered courts-martial for this, I do not ever see myself putting a soldier in jail for this," said Cucolo, who oversees U.S. forces in northern Iraq. But since pregnant women automatically go home, their units are left short-staffed, he said.
"I need every soldier I've got," Cucolo said. "I need them for the entire duration of this deployment."
Cucolo commands a task force of 22,000 soldiers, which oversees northern Iraq, including cities such as Tikrit, Kirkuk and Mosul. He said he has 1,682 female soldiers.
As soon as the military knows a soldier is pregnant, she is immediately sent home.
Redeployed if pregnant
"If you are a pregnant female in a combat zone, you are redeployed, period. That is actually not my call, that is just what we do," he said.
Cucolo is believed to be the first to make the pregnancy an offense that could be dealt with by courts-martial — for both the man and the woman. The ruling only applies to troops under his command. He said women who are raped would not be subject to this order.
"I have to accomplish a very complex mission," he said. "I'm going to do what it takes to maintain our strength."
Cucolo's order outlines some 20 barred activities. Most of them are aimed at keeping order and preventing criminal activity, such as selling a weapon or taking drugs.
Troops also are prohibited from "sexual contact of any kind" with Iraqi nationals. And, they cannot spend the night with a member of the opposite sex, unless married or expressly permitted to do so.
The general said he consulted with a number of women in his unit before coming up with the policy and all supported it. He also consulted with his unit's lawyer.
"It's a very difficult issue because pregnancy does impede readiness," said Genevieve Chase, the founder of American Women Veterans, an organization designed to help female veterans. "Enforcing the rule of this is what's going to be difficult."
Chase said she was especially concerned about holding both males and females responsible.
Chase also said there is already a heavy stigma on women who get pregnant in the battlefield.
"Every time a female does get pregnant there's that automatic assumption, that you're trying to get out of the deployment," she said.

General Larry R. Ellis (Retired), has more than 35 years of experience in the military, leading complex military organizations as large as 750,000. From 2005 to 2009, General Ellis served as the President and CEO of Point Blank Solution, Inc., a company that designs, manufactures and distributes resistant and protective body armor for military and law enforcement activities worldwide. He has served as President and CEO since 2005.
From 2001 to 2004, General Ellis served as the Commander of the U.S. Army Forces Command at Ft. McPherson in Atlanta, Georgia, where he earned his ranking of four star general. As Commander, General Ellis oversaw all aspects of the 750,000 military personnel and more than 10,000 civilian and contractor personnel, and was also responsible for the welfare and performance of personnel deployed in the 50 States and more than 30 countries. Prior to that, from 1999 to 2001, as three star general, General Ellis served as Chief Operations Officer for the U.S. Army at the Pentagon in Washington, DC. In that capacity, he developed plans and concepts of operations for the Army, affecting over one million soldiers and their families deployed nationwide. From 1997 to 1999, General Ellis served as a two star general operational level commander at the First Armored Division in Bad Kreuznach, Germany and Bosnia. General Ellis directed a multi-national organization of 18,000 people, with an annual budget of $250 million. General Ellis directed NATO, United States, Russian and Allied soldiers in the conduct of stability and support operations that successfully brought economic and political opportunity to Bosnia. In 1996, General Ellis served as the Deputy Director for Army Human Resources in Washington, DC. Prior to that, General Ellis served in a number of roles in his military career, including: Chief Operations Officer, United Nations Command, Deputy Director of Strategic Planning and Policy, Manpower and Force Structure Analyst, Logistics Staff Officer, and faculty at the U.S. Military Academy at West Point.
General Ellis received his Bachelor of Science from Morgan State University and received his Master of Science from Indiana University. He also attended the U.S. Army War College and participated in the National Security Studies Program at Syracuse and Johns Hopkins Universities.
General Ellis is the recipient of several honors and awards, including the Honorary Doctor of Laws, the Honorary Master of Strategic Studies, the ROCK of the Year Award, the Indiana University Distinguished Alumni Service Award, and the NAACP National Service Award.
He is married to Jean Ellis of Baltimore, has two daughters, and in his free time enjoys golf and athletic activities. He currently resides in Atlanta, Georgia. General Ellis fills the vacancy of General Johnnie E. Wilson (Retired), and will begin his term on January 8, 2010.

Resume: Charles A. Perry is wanted in connection with the murder of Michael Savage, of Dover, DE, on 12/17/09. Through continued investigation State Police Homicide Detectives have information that Charles A. Perry was last seen in the area of Harrington, DE, after the homicide. Charles A. Perry was also seen in the K-Mart store on North Dupont Highway, Dover, DE on the day of the homicide. Perry is a white male 5’7”, 130 pounds.

New Indian River Inlet Bridge Construction Update As 2009 Comes To A Close
The following are some of the activities that were accomplished over the last couple of months and a look at what is to come in early 2010:
-All pile drivings have been completed and found to have acceptable capacity levels
-Construction on the approach foundations began and is well underway
-Forming of the edge girders for the cable stay spans has begun. The first edge girder casting is scheduled for late January.
-The first four floor beams for the cable stay superstructure have been erected on the temporary steel false work, and four more will follow on the north side before Christmas. On the south side, floor beams will be erected after Christmas.
-Off site fabrication has begun for the steel anchor boxes. The cable stay anchor boxes will be installed in January.
-The first delivery of the form traveler will arrive by New Year's Day from Hong Kong. Ultimately, 34 containers will be delivered and then assembled on site at the Skanska construction yard. The form traveler will start to be used in late spring
-Erection and construction of the four pylon towers continues, along with shoring and false work
-The north and south bridge side abutments have been partially constructed, marking the ends of the bridge adjacent to the approach embankments, and rebar is in place. The south side has made similar progress although the abutments are not as far along
-The superstructure will be built on the temporary false work that was recently put in place. Several cast-in-place concrete footings for the approach spans have been completed. Four foot diameter concrete columns are now being cast on the footings.
-Site tours for various universities, colleges and public school groups were conducted providing a closer look and better understanding of the bridge construction. Site tours will resume in early spring 2010
-The www.irib.deldot.gov website has been expanded to provide more educational opportunities for students, teachers and parents in learning about the bridge, its components and construction
DelDOT and Skanska look forward to spring 2010 (and nicer weather) in order to provide an informational workshop and site tour to the public. This will be an excellent opportunity to see the great deal of progress being made on site.

L'Osservatore Romano on Tuesday congratulated the show on its 20th anniversary, praising its philosophical leanings as well as its stinging and often irreverent take on religion.
Without Homer Simpson and the other yellow-skinned characters "many today wouldn't know how to laugh," said the article titled "Aristotle's Virtues and Homer's Doughnut."
