You are a horrible person if you know believe in marriage between a man and a woman, if you don’t employ enough minorities,based on color, race, religion, sexual preference. No longer does it matter who is best qualified for that job you need to balance out your payroll based on these groups whether they’re qualified or not.

What does the City Charter specify when the mayor is unable to serve? Why would an appointed employee take over?
The mayor's absence due to prolonged illness, resignation, death, deployment would not change the responsibilities of the administrator.
Resignation or death would create an absolute vacancy, and the charter should specify if or when an election would occur, or whether someone who hold the role until the next election.
Inability to be present and serve due to illness, deployment, incarceration, etc. is different because the mayor isn't available to perform. What does the charter specify?
Is the mayor able to pick and choose who carries the keys during the absence?

6:41 I strongly disagree with hire from each race based on being equal representation. That is good in theory and should be included in hiring decisions but the ultimate first reason for any hire should be the one that most meets the qualifications for the job, the most experience should come first. Just like the college student thing in the news it should be based on placing the best students with the best grades should have priority, not how much $ the family has or if their a celebrity or being the elite.
