Small change. Where are the 20 kilo busts?

Oh, well, if we bust them, we would lose $3billion in revenue prosecuting all the small changers employing their lawyers, paying their fines, paying for drug court, rehab and all the other "programs" like methadone and homeless section 8 housing and such!

So, Mr. 20 Kilo gets to stay in business, as he is a revenue generator for the court system.

Don't believe it? Just go downtown to drug court for a day. That and traffic bring in millions!
