If the conditions are dangerous, especially during a tropical storm or hurricane, they should close the beaches to swimmers and surfers. Why let idiots risk the lives of others responsible to rescue them under such predicted dangerous conditions?

You can't fix stupid. You can't close the beach. It would be a waste of resources to kept idiots from swimming during a tropical storm.
