Who is the bum? This is all over Salisbury. And to answer your question, NO! Never will you see this in Berlin, Easton or any of the classier towns. This place just gets more trashy all the time. Thanks Barrie and Jimbeau! Things aren't going to get much better under Jake Day either.
He's been there for sometime now, almost everyday, which has become his "job". There's usually a female at the same intersection, the same time working the other corner.
The cops drive by him every day.
Nope. Not in Princess Ann or Pocomoke either. They put up signs and the beggers just move to another spot. If we stop giving to them they will stop standing there.

You can't do anything to prevent it, but you can enforce the laws you liberal moron.

Buy them a one way bus ticket to Burlington VT. Plenty of bums there and VT gives them benefits.
Isn't it illegal for him to hold up traffic while he goes to their cars and gets his free hand outs?

yes, just saw someone the other day near the intersection at the AGH hospital in Berlin with a sign---see people near Food Lion and the Dollar General doing this.

Its just like other ordinances the city has on the books. They will not completely enforce them. If its loud construction noise they just tell them to keep it down (even if they arent supposed to be working at all). If its a vagrant standing on the corner, they just shoo him along instead of dealing with the problem. Sooner or later the problem will fix itself.
Im surprised some govt worker hasn't loaded him up with handouts yet.
Rte. 50 and Tilghman Road is in the county, not the city.

Our community leaders have been tip toeing around this issue for years for good reason.This topic is straddling the thin line between legal and illegal.So close that the courts even avoid dealing with it.There is no stopping anything that has the absence of cut and dried law to either allow it or not allow it.Obstructing traffic is definately illegal,and this bunch does step into the roadway now and then as we all know,but aside from that,arrests are uncommon.
Offer him a pbj sandwich and see what he does.......

The guy and his girlfriend was arrested yesterday by MSP for stepping out into traffic to solicit.

If everyone would learn offer them a sandwich or work, no money and they will refuse, all they want is cash it is a con you fools that fall for it. Not a bad way to make a living think about it, they have homes and vehicles, it's just lazy.
I too have seen this couple...The gentleman stops his car on Tilghman Rd near the church, takes the ladies bike out of the back of the car, she gets on and rides away; at other times I have seen him walking towards Tilghman Rd, probably after he has parked his car...quite a business I must say
It is the fault of the people who give them money.
In OC they are there too. But you don't see them on the road. They approach people on the sidewalk or boardwalk. Sometimes they have something to sell that maybe they found in a dumpster. Sometimes they approach merchants. I can't tell you these kind of people aren't working Berlin, Pocomoke, Easton and other places people say there are none because I am not there offer enough and I bet the naysayers aren't there often enough either.
But it makes sense you would do this in the biggest city on the Shore and that is what Salisbury is year around.
They get free food and money to pay their bills from the tax payer the money they beg for is for drug habits.
Do people actually give these beggars money? I guess some stupid sucker must, or they wouldn't go stand out there. Everyone just refuse to even look at them, and maybe they'll get the message and go away.

Salisbury and Wicomico County should round them up and offer them a one way bus ticket to VT or any place they find that is receptive to these criminal. If it is against the law to panhandle then arrest them and send them packing. Make sure the arresting officer is there to make sure they get on the bus. If they get off and the first stop and make their way back to Salisbury then that should be another arrestable offense and they should go back to the Pen!

I live right down the street and see him and a woman almost every day, the other day I watched the woman drinking a beer behind a tree next to the Taco Bell.
