See if his bolt cutters will work when he's on the chain gang. Maybe a week's work as a shock.
Some years back came upon a chain gang working on a rural road in another state. Less severe than Cool Hand Luke but didn't look like anyone was viewing it as a joke.
Some of our prior practices, now discarded, had the effect of publicizing who was acting against society and getting some work done in exchange for the '3 hots and a cot'.
