Anyone with half a brain knows that agricultural operations, including poultry farms, can create unpleasant, sometimes hazardous conditions, smells, noises, etc. That's why they are limited to certain areas. It's called an A-1 agriculture zone. That's what it for! The building of residential units is permitted because some people want to live there regardless of future consequences. When they choose to live in an agricultural area they also choose to accept any byproducts from agricultural operations that may be present or that may come later. Kathy Phillips and her ilk are basically trying to change the zoning by a back door method that was never intended.

After reading 32 of the 43 pages, the need for this type of legislation is indeed in need of discussion. A local farmer with a couple of chicken houses is vastly different than the new industrial model that's invading the Shore now.
