Baltimore's been in decline-crime/poverty/blight since before the 1968 riots. Those riots only hastened that decline.
The problem was there was never any transition plan after those riots when middle class residents and businesses fled.
The majority of the city has been devastated with drugs and gangs for years and is a trashy, dirty mess.

Legally some may live in the city, but they are not part of the people of Baltimore when the television cameras are off. Baltimore needs a revival.
Those in Salisbury need to take a good look. The last paragraph could pertain to Salisbury. If you don't want to become Baltimore on the Eastern Shore start taking your city back-Today.

No need to "ponder" a thing. Nothing is different. Cops nationwide are involved in these types of scuffles 100's of times a day-100's OF TIMES A DAY.
When it becomes "different" is when the cop does shoot someone during the scuffle. That's when it becomes the anomaly.
You just have to laugh at you all, who are living under rocks and never made it out into the REAL WORLD to see how it really is.
