Hurricane Gloria in 1985 is where it all really started for Clay Stamp, the former emergency services director of Ocean City who late last week was appointed by Gov. Larry Hogan to run the Maryland Emergency Management Agency.
“In 1984, Ocean City was really getting beat up in the press for not having done enough preparation for hurricanes and nor’easters. Mayor Harry Kelley and Fire Marshall Dave Langford drove to Atlantic City, who had just formed their own program, to learn how they did it and proposed a system and wrote the first emergency plan in the spring of 1985. In September, Gloria tested that plan,” he recalled.
Gloria was devastating to downtown Ocean City, pulling up entire sections of the Boardwalk and inflicting almost $2 billion in damages adjusted for inflation.
“We evacuated people and used the command center on 15th Street,” Stamp said.

Joe, I couldn't find a direct contact to get in touch with this author BUT he needs to check his facts in this story. Clay is a great guy, but the story overlooks and bypasses some really good people....specifically, Bill Bounds and David Collins. In 1976 AND 1985, Clay was working in the back of an ambulance. When Billy left OCEMS, David Collins was named the Director and eventually Clay was his assistant. Later Clay was named to head EMS & Communications with Bayles being his assistant in Communication and Collins his assistant in EMS. All four of these guys....Stamp, Bounds, Collins, and Bayles....have served OC quite well. However, this story tells an incorrect story and sullies these men by omission. Not trying to be petty, just factual. Thanks!!!!

Clay Stamp is a loser who sucked up to Jim Mathias. He thought Jim Mathias was going to get chosen as O'Malley's Lt. Governor so Clay was sucking up to the Democrats. That didn't happen because O'Malley chose a token for the Lt. Somehow after that Clay got a state job at MIEMSS where he stayed for a couple of years. Then he was hired by the Democrat controlled county council in Talbot County where he wooed them into thinking he was something special so he was hired as their EMS Director. Then they made him the acting county administrator and finally the EMS Director / Asst. County Administrator.
Larry Hogan is a fool for not doing a thorough background check on some of his appointed clowns. Stamp is a high school drop out and a suck up to the Democrats and no college education. With most state jobs you have to have a college degree and then the governor appoints someone like stamp to be their boss? WTH is Hogan thinking. This guy is a true Democrat and suck up to Mayor Mathias. This is not who we want in a high ranking position. Stamp sings a good song and has been lucky in his career. He has never really had to work for a living. He is just good a talking a good game.
