Teachers Unions vs. Students

I hate unions. But that's not the reason for failing public schools. Policies like no child left behind and race to the top are to blame. They make it almost impossible to have a successful school. And if it wasn't for some of the work rules, as soon as a teacher reaches the upper end of the salary scale the would be replaced by a cheaper younger teacher. Of course there are many rediculous rules but some are necessary to protect the rights of the teacher.
