Incident: WCSO Activity 28-30 March 2014

Location: Wicomico County

1. On 28 March 2014 at 10:32 AM a deputy extradited Christopher Michael Wolcott, 24 of Delmar, DE, from Delaware back to Wicomico County where he was arrested on two District Court Bench Warrants. One was issued in a theft case and the other in a CDS case, both after Wolcott failed to appear. The District Court Commissioner released Wolcott on Personal Recognizance.

2. On 29 March 2014 at 12:30 AM a deputy arrested Edward Stephen Murphy, 43 of Baltimore, on an open Circuit Court Body Attachment for Child Support. Wilson was detained on a bond of $500.00.

3. On 30 March 2014 at 8:16 PM a deputy arrested Bernard Bertel Jarvis 3rd, 41 of Mardela Springs, MD on an open District Court Bench Warrant after stopping Jarvis for operating an unregistered vehicle while having a suspended driver’s license. The bench warrant was issued after Jarvis failed to appear for a driving without a license case. Jarvis was released by the District Court Commissioner on Personal Recognizance.

Incident: Assault

Date of Incident: 28 March 2014

Location: 400 block of E. Walnut Street, Hebron, MD

Suspect: Carl Ward Caulder, 41, Hebron, MD

Narrative: On 28 March 2014 at 7:55 PM a deputy arrested Carl Caulder in connection with an assault he allegedly committed at a residence in the 400 block of E. Walnut Street in Hebron. In this incident, Caulder
reportedly engaged in an altercation with his wife, during which she alleged an assault. During the investigation, the deputy observed signs of injury reportedly inflicted by Caulder.

Upon arrest Caulder was transported to the Central Booking Unit where he was processed and taken in
front of the District Court Commissioner. The Commissioner released Caulder on unsecured bond.

Charges: Assault 2nd Degree

Incident: Possession of CDS

Date of Incident: 28 March 2014

Location: 100 block of N. Salisbury Blvd., Salisbury, MD

Suspect: Stephen James Wilson, 22, Hebron, MD

Narrative: On 28 March 2014 at 10:17 PM a deputy arrested Stephen James Wilson after a traffic stop where narcotics where found in his possession. During the incident in question, Wilson was found to be in possession of what would be determined to be Xanax and Oxycodone.

Upon arrest Wilson was transported to the Central Booking Unit where he was processed and taken in front of the District Court Commissioner. After an initial appearance, the Commissioner released Wilson on unsecured bond.

These days it seems like police officers are risking their lives for attempts to bring in people with outstanding warrants and the Commissioners continues to release these court skippers on their own recognizance? The judges and commissioners have blood on their hands.
