Drug use is a social problem. It isn't their drug addiction that have them committing crimes, its the lack of drug availability and the risk involved with drug acquisitions. If drugs were able to be distributed to addicts in a safe and legal way (like medicine for the elderly) there would be virtually no incentive for drug users to commit crimes. You'd also see a lot less overdoses (because the addicts would know EXACTLY what they are getting).

That's for when Toronto's mayor Rob Ford visits eastvan. He recently was there for a funeral and spent an hour in the washroom at a local pub.
