1110 North Division Street
The property is owned by Donna Joseph. The home is vacant and in danger of falling into disrepair. On October 25, 2011, NSCC issued a notice to Ms. Joseph to repair broken windows. That order was not satisfied and a citation was ultimately issued. The citation was not paid and was forwarded to District Court for a hearing. After three (3) unsuccessful attempts at summons service, NSCC successfully submitted an affidavit of judgment to Judge Wade, which resulted in a guilty finding, with fines doubled in the amount of $200 plus court costs.
NSCC ultimately boarded up the broken windows to secure the structure. NSCC also has the following violations open on this structure: Condemnation order due to fire damage (citations issued for failing to make repairs from fire damage, currently attempting summons service); Failing to provide a vacant building registration (citations issued, holding for a court date); Failing to provide a rehab plan (citations issued, holding for a court date); Peeling paint (citations issued, holding for a court date); In addition, NSCC has had to hire third party contractors to cut the grass and remove rubbish since April 2011.
Currently, the amount owed to the City of Salisbury on this property is $9, 519.12. At last check the structure has not been sold at tax sale. Tom Stevenson, Director of Neighborhood Services and Code Compliance (NSCC) said, “Considering this is a new endeavor, the first few petitions will naturally be somewhat cumbersome.” Stevenson has decided that 1110 N. Division Street is best candidate to “test the waters.” Along with five remaining properties, NSCC will continue to vet additional properties from the original inventory for the program.

maybe next they can get to the house down the street from this one with the floor to ceiling trash piled on the screened porch.
I always loved that home, and the awesome porch. too bad its on a corner in a not so nice neighborhood.

If Miss Joseph is Florida fighting cancer and owns several other properties available for rent then the cat was let out of the bag on the first property. This grant funding is going to be used for the slumlords to spruce up their blighted rentals at the expense of the taxpayers. Did anyone really think the funding was to be used for low income home owners?
I agree with 7:34. This is just another scam used to pad the pockets of those who can afford to better their properties.
Some of these blighted properties have been in the families for generations but have fallen into disrepair because the current owners couldn't afford upkeep, taxes, etc. The fund should be used to help them who may I add are mostly African Americans. Where's Shanie on this one? It's a crime the way these homeowners get passed over and screwed every time.
Shanie is for her people as long as it doesn't conflict with those that fill her feed trough.
The gov't is tryting to steal this poor woman's property.

I've got an idea you idiot. I am a home owner in the city working my but off to maintain my house and mortgage. Why not use some of that money to help some of us keep up our house. If she owns several other houses then maybe she should sell them or get out of the slum lord business.

why would anyone want to live in salisbury. college animals free out of their cages, double taxation. a circus for a city council. wasting 260,000 dollars on a skateboard park. been cheaper to dig the old one up. : )

You noticed the "race card" was dropped? It was just pointed out that many of these homes are owned by blacks (and they are from what I know and most are elderly.) That's not dropping the race card. It's just pointing out that Shanie isn't being a good representative to those she was elected to represent. She should (as the other reps in their own districts) be pushing for the money to be going to individuals and not landlords and/or people who own multiple homes.

You know what would be a great idea is to post the city's slum lords names and their list of properties in the news and this blog once a month, so everyone would know who they are!!!!! Shame on them, they didn't get this way over nite, and tax payers aren't responsible for their health problems.

Think so? You must have not done anything semi-major that you would need a permit, or you did it without getting a permit.
One can't even have a bonfire for pleasure without it requiring a permit.
If anyone can do anything to their property without worrying about their neighbors turning them in, go ahead. Getting the county involved is too big a hassle and much more expensive.
And from what I have seen, they are not the brightest crayons in the box.
