This is a prime example of why US citizens don't trust their government.The original target would have preceeded the Boston Marathon by months,and Mayor Bloomberg won't admit that he almost allowed it to happen,in spite of Sandy's wrath.Only the public outrage over his allowing the New York Marathon to go on caused him to cancel it.THAT was their intended target,but as usual our government can't find it within themselves to tell us the ENTIRE TRUTH.
