President Barack Obama signed a proclamation on Monday designating five national monuments, including one commemorating Harriet Tubman and the Underground Railroad on the Eastern Shore.
The designation protects land in Dorchester County from development under the Antiquities Act of 1906, which gives the president the power to restrict the use of land.
Gov. Martin O'Malley's administration requested Obama give the site the designation last year. The National Parks Service will manage the monument.

So Obama says this gives credit to O'Malley and the proclamation, not to Harriet Tubman.
SO the National Park Service will manage the monument yet they are cutting funding on already open parks because there is not enough funding. Does this make sense to anyone?
Now we have a place to go to assign blame for the poverty, immorality and blight spread by the Northward movement.
