President Obama missed the Monday deadline for submitting a budget to Congress, marking the fourth time in five years he has been late — and in a town where missing deadlines is routine, this one is beginning to get noticed.
The Budget Act requires that he submit a blueprint for taxes and spending by the first Monday in February, but only once, in 2010, has he met that deadline. This year, the White House hasn't yet said when it will have a plan.
"Focus on substance over deadlines," White House press secretary Jay Carney urged reporters aboard Air Force One as the president jetted to Minnesota to campaign for stronger gun controls.

SO,what's new about this? He ignores any law that he doesn't like and makes his own laws with impunity.... NOBODY has the "guts" to call him on it. ur merica is in deep trouble.
His lame excuse is being redirected towards his time-consuming gun control campaign, which he seems to be obsessed with these days.
He is obsessed with gun laws because he is hesitant to declare martial law as long as we the citizens are armed.

Someone should tell both of them to "focus" on his Constitutional duties, and less on campaigning and hysterical pandering. Oh yeah. I forgot. The Constitution is more like toilet paper to them than it is a legal imperative. God help us.
He runs this Government the same way he ran his ghetto community activist clubs in the Chicago slums. On other peoples money.
Yet he signed the no budget, no pay bill into law. Go figure!
