McLEAN, Va. — A former Loudoun County sheriff's deputy is facing a federal civil rights lawsuit after a patrol car camera appeared to show him knocking out an unsuspecting target with a blow to the back of the head delivered at a full sprint.
Sterling, Va., resident Carlos Garcia filed the lawsuit last year in U.S. District Court in Alexandria, but papers were served only recently on the defendant, Terry Daniel, who resigned from the Loudoun County Sheriff's Office last year.
Garcia's lawyer, Victor Glasberg, said the video — which has been posted on YouTube — is clear and unambiguous evidence of an unprovoked assault. It shows Garcia standing with his hands in the air next to another deputy and his back turned as Daniel approaches rapidly. Garcia collapses immediately after being struck by the deputy.

What I am seeing in that video is the cop running up to subdue the criminal. He brought him down by grabbing him behind the head and taking him down like he was trained to do. If he punched the guy in the back of the head you would have seen the deputy cock his arm back, but he wasn't he had his full arm extended so he could grab his neck in the take down. Shame on you cop haters.

The "crime" scene was clearly under control with an officer and a canine.
The victim had his hands over his head, non threatening.
And thank you for illustrating the problem with your inability to properly access even a video and thinking this person deserved such treatment.
There was ABSOLUTELY no justification for this brutal attempted murder by an overzealous, under trained, blatantly violent, stupid individual in uniform.
These violent assaults cost our municipalities millions and millions of tax payer dollars every year.

You are too stupid to be a cop. Watch it in slow motion. Cops arm did come up and 'cock'. And he did it with such force they BOTH fell to the ground.
If he grabbed him by the neck as you suggest, he should have continued contact with him the full distance to the pavement. Which didn't happen.
This cop has since resigned. His old boss, the sheriff, did not win re-election.
The new sheriff promised to clean up the department.
I wonder if that had any bearing on the cops resignation.
The worse part is, this cop got a promotion to be a training officer.
He will produce cycle after cycle of bad cops like himself.
If you cops don't see what's coming, well good, it will be that much easier.
