DelDOT Reaches Agreement Providing Access To Prime Hook For Residents While Road Is Repaired


Dover -- The Department of Transportation today reached an agreement with the owners of a private road to provide temporary access into the Prime Hook area until September 30, 2011. During that time, DelDOT will repair Prime Hook Road so that local traffic will regain access. Once work to the road is complete, the temporary easement will be terminated.

Prime Hook Road sustained significant damage as a result of flooding caused by Hurricane Irene and remains closed to traffic. The agreement requires the state to pay $500 per day in return for an easement that allows 24 hour access for residents, their guests and critical services. No construction vehicles other than vans and pickup trucks will be allowed into the area. DelDOT will monitor the road and keep a log of those entering and exiting via the private road.

Residents may access the area through the temporary access road between North Bay Shore Drive and Wilkerson Road. Residents are directed to take Route 1 to Broadkill Road/Route 16 to North Bay Shore Drive. From North Bay Shore Drive residents are able to access the temporary road through to Wilkerson Road and beyond.

I'm seriously a bit confused here. Someone help me out, please. Why, exactly, is DelDOT (taxpayers) paying $500 a day for an easement so people who live at the end of a "private" road (no longer passable, I get that) can access their properties?
