SALISBURY – The Wicomico County Deputy State’s Attorney may be forced to resign if he files for candidacy in the upcoming state's attorney election.
Sampson "Sam" Vincent confirmed he received an internal memo from the State’s Attorney, Davis Ruark, stating that any employee who filed for candidacy will be required to submit an undated letter of resignation prior to filing.

I've known Sam Vincent for 25 years and he has earned the right to be Wicomico County State's Attorney. Sorry Mr. Ruark, but you have lost that right, my family will be voting for Sam.
Mr. Ruark needs to be a little careful here. This could backfire on him. Someone may actually pull his scorecard and look at the outcomes of the cases he has personally been involved in. His prosecutorial discretion is highly questionable. Just ask the Chief of Security at the Detention Center, Col. Tom Kimball. Ruark prosecuted him for "assaulting" an inmate and Judge Jackson tossed the case before the defense had to say a word. Why did he waste the time and resources? He's a vindictive little prick and he needs to go...........
